MINUTES <br />CITY COUNCIL <br />JUNE 9, 2004 <br />Noonan reported that West Vadnais will have to be lowered by 1 to 1 Y2 <br />feet to achieve the control elevation. "I'he proposal is to achieve that <br />elevation gradually and not during times of high flows. The discharge into <br />the outlet pipe would be controlled, and could be shut off completely by <br />sandbagging. <br />Noonan reported that the partners will meet to discuss cost sharing, <br />operations, and maintenance, as well as concerns of the Gervais Lake <br />Association and the Watershed. Noonan reported that the County is aware <br />that the Gervais Lake Association would like the ability to close off the <br />outlet pipe when necessary. <br />Noonan reported that the West Vadnais outlet is something that the <br />County is interested in for die long term. He also noted that the Unweave <br />the Weave project allows for the installation of this outlet in a cost- <br />efficient mam~er. The next step is to work with the various partners to <br />ensure that issues are addressed. <br />Fahey asked the approval process, indicated that it was his understanding <br />that the City had a limited role in the process. Noonan did not believe <br />there was any formal approval required from the City. The County needs <br />some approval from St. Paul Regional Water due to work that would be <br />necessary on their property. The City's involvement may relate to two <br />street crossings that would be required as part of this project. <br />Noonan pointed out that the Gervais Lake Association is concerned about <br />the floodiug of Gervais Lake, and is looking for the ability to control the <br />outlet during periods of high lake levels. Noonan reported that MN DOT <br />has done some modeling for this project reviewing floodiug potential <br />down-stream. That modeling shows that even assuming a full pipe flow <br />there would be no flooding. Noonan again pointed out that sandbags <br />could be used to block the West Vadnais outlet if need be. <br />Noonan reported that the County is very close to working out au <br />agreement with MN DOT to include this as part of the Unweave the <br />Weave project, and the County does not want to miss this opportunity. <br />Fahey noted that it appears there is very little flow from Grass Lake into <br />West Vadnais, and indicated that the City would not want to see excess <br />contributions of water into the proposed system from Grass Lake. Fahey <br />indicated that he supported giving the Ramsey Washington Watershed the <br />authority to block off the West Vadnais outlet during period of high water <br />when they determine appropriate. <br />Noonan stated that it was his position that the water management <br />organizations are the agencies that should manage water issues.
