Noonan felt <br />there was a means in place where the water management orga~rizations can <br />discuss the issues and based the best decisions relative to water resources. <br />Noonan stated, however, that he would not personally support an <br />agreement that restricts flows from Grass Lake into this system. <br />Anderson noted that the County is involved from the standpoint of <br />maintaining Rice Street. Anderson pointed out that the City is hoping that <br />the Ramsey Washington Watershed will have the authority to block the <br />West Vadnais outlet for the good of the Watershed District even though <br />that may not be the best decision for Rice Street. Fahey agreed that the <br />City needs to ensure that there are agreements in place so the Watershed <br />can react to high water levels. <br />Cliff Aichiuger, Watershed District, pointed out that it is their role to <br />protect the water resources of the District. Aichiuger stated that they have <br />no interest in the West Vadnais outlet unless the Watershed is allowed to <br />control it or if there is any negative impact on Gervais Lake. Aichiuger <br />indicated that the Watershed has done the water quality modeling on the <br />proposal and are confident in the numbers. They are also confident that <br />given the limited capacity of the outlet pipe and the drainage system that <br />the overflow will flow through, there will be no measurable impact to <br />Gervais Lake. Aichiuger agreed that the 4 cfs capacity is an extremely <br />low flow. Aichiuger stated that the Watershed wants control of the outlet <br />pipe so that they are able to shut the pipe off when they determine there is <br />the need to do so. Aichiuger indicated that criteria would be developed to <br />determine when the pipe is shut off. Ile also noted that in big storm <br />events, Grass Lake and West Vadnais Lalce take a lot of time to rise <br />contrary to Gervais Lake which will bounce within a 24-how' period about <br />4 inches for every 1 inch of rain. Aichiuger indicated that the Watershed <br />does not believe the West Vadnais outlet will have an adverse impact on <br />Gervais Lake, however, they do want control of the outlet. <br />Blesener asked how long it will take to lower the elevation of West <br />Vadnais by 1 Y: feet. Aichiuger indicated that it will take a long time with <br />the size outlet proposed. I3lesener asked if Rice Street has ever been under <br />water. Noonan was not sure it had been, but pointed out that water levels <br />have been within 6 inches of the road surface. Last week the water levels <br />were about 1 foot from the road surface. <br />Aichiuger indicated that the Unweave the Weave project is a great <br />opportunity to make these drainage improvements since 1VIN DOT can <br />building them intro their project and the only cost will be the extra <br />materials. <br />4 <br />
