MINUTES <br />CITY COUNCIL <br />JUNE 9, 2004 <br />Bleseuer asked if flowing West Vadnais into East Vadnais was not an <br />option because East Vadnais is a reservoir. Aichinger replied that that was <br />correct. He also noted that directing the flow into Twin Lake is not an <br />option as it would degrade the water quality of Twin Lake. It was noted <br />that directing the flow into Jiggs Pond and the Owasso basin will help <br />clean it up befa~e it gets into Gervais Lake. Aichinger also noted that the <br />limited amount of flow from West Vadnais into Gervais Lake. <br />rahey indicated that he has read the correspondence from the Gervais <br />Lake Association listing their concerns with the project. Fahey stated that <br />given the Watershed would be monitoring and conUolling the outlet is <br />comforting. He also noted the repoirts this evening on the limited amount <br />of water coming from the West Vadnais outlet. <br />Mugs Nardini, Gervais Lake Association, asked if the south end of West <br />Vadnais is located in Little Canada. Noonan indicated that it is very close. <br />Aichinger indicated that the edge of the wetland is the boundary line. <br />Nardini asked if Little Canada would have control of the West Vadnais <br />outlet. Aichinger indicated that the Watershed would have control of the <br />pipe. Nardini was concerned with the ability to have the pipe shut o~if <br />there was a high water situation on a weekend. Aichinger replied that <br />there would be emergency procedures put in place. <br />Tim Bailey, Gewais Lake Association, agreed that the amount of water <br />coming from the proposed 15-inch pipe would be minimal. Bailey felt <br />that the bigger issue is that there is more and more water coming into the <br />Phalen chain of lakes. Bailey expressed concern with the development <br />occurring in Maplewood and the added run-off that is resulting. Bailey <br />pointed out that this added development adds more hard surface which <br />results in rising water levels on Gervais Lake. He noted the information <br />this evening that Gervais Lake bounces 4 inches for every ]inch of rain <br />that occurs within a 24-hour period. <br />Aichinger felt that discussion of the Phalen chain of lakes system was <br />another workshop where other Watershed personnel could provide their <br />expertise. Aichinger suggested that this information could be presented at <br />a Gervais Lake Association meeting Aichinger indicated that the models <br />that the Watershed runs on the system are based on full development, and <br />these models show that there is ^o increase in flood levels for Gervais <br />Lake. He also indicated that the City of Maplewood is doing a good job in <br />addressing storm drainage as a part of new developments. Aichinger <br />pointed out that there is no easy way to address storm drainage given the <br />limited size of the tracts left to develop. However, every effort is made to <br />address the small opportunities left for addressing stone water <br />management. <br />5 <br />
