MINUTES <br />CITY COUNCIL <br />JUNE 9, 2004 <br />RESOLUTION NO. 2004-6-118 -APPROVING THE MINUTES OF <br />THE MAY 26, 2004 REGULAR COUNCIL MEETING AS <br />CORRECTED AND THE MAY 26, 2004 CLOSED COUNCIL <br />MEETING AS SUBMITED <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (5) Blesener, Anderson, Montour, Fahey, LaValle. <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Fahey opened the Public Hearing to consider the improvement of <br />2004-13 a portion of County Road D by street improvements and water main <br />COUNTY construction, and the improvement of Edgerton Street for a distance <br />ROAD D approximately 300 feet south of County Road D by road reconstruction <br />AND and concrete curb and gutter. <br />EDGERTON <br />STREET The Public Works Director reported that as part of the Unweave the <br /> Weave project, MN DOT will be raising the Edgerton Street bridge by 4 to <br /> 4 '/z feet. Because of this, the approaches to the intersection of County <br /> Road D and Edgerton Street will have to be raised. Therefore, the County <br /> will be reconstructing portions of County Road D and Edgerton Street to <br /> more of an urban section roadway versus the rural section which currently <br /> exists. The Public Works 'Director indicated that the drainage ditches will <br /> continue to exist to some degree, even though storm sewer will be <br /> installed. Concrete curb and gutter will be a part of the road <br /> reconstruction. The Public Works Director noted that given the road <br /> reconstruction, this is an opportunity to install a section of water main <br /> along County Road D. When the remainder of County Road D is <br /> reconstructed in the future, this small section of dead end water main will <br /> be looped. <br />The Public Works Director informed the Council that City staff conducted <br />a neighborhood meeting on this improvement project at which the <br />potential for assessing these improvements was reviewed. <br />Fahey noted that the road reconstruction portion of the project is a County <br />project which will go forward whether the City puts in the water main or <br />not. Fahey agreed that this was a good opportunity to install the water <br />main while the road is under reconstruction. To add the water main later <br />would involve the tearing up of a newly reconstructed roadway. Fahey <br />felt that the question for the Council was whether or not to assess for the <br />road reconstruction. He agreed that the water main improvement should <br />be assessed. <br />Fahey noted That the County is undertaking the road reconstruction and <br />that typically the City has not assessed for the improvement of County <br />
