MINUTES <br />CITY COUNCIL <br />JULY 28, 2004 <br />Blesener informed the developer that it appears there is Council support <br />for the project, however, approval of the Preliminary Plat cannot occur <br />this evening given the outstanding issues. Whitcomb suggested that a <br />Preliminary Plat approval could be granted, and noted that no dirt would <br />be moved on the site until the Watershed recommendations and approval <br />are made. Whitcomb felt that approval of the Preliminary Plat this fall <br />makes it more likely that construction of the plat can begin this fall. <br />Whitcomb requested that, at a minimum, concept approval is granted this <br />evening, the Preliminary Plat brought back in August reflecting as many <br />of the conditions listed in the July 21 s` memo as possible, with the Final <br />Plat brought to the Council in September. <br />Blesener felt that a conceptual approval really gained the developer <br />nothing at this point. Blesener indicated that lie has no problem with the <br />size or the number of lots proposed, but felt that Preliminary Plat approval <br />should not be granted until the Watershed takes action given the <br />environmentally sensitive area. Blesener stated that he did not feel this <br />developer had to correct all the drainage problems in the area, but <br />indicated that the plat will have to address the drainage coming from the <br />south side oflIighway 36 as well as address the east and west sides of the <br />property. Blesener felt there were enough issues outstanding that required <br />the tabling of action on the ,Preliminary Flat. <br />The City Administrator indicated that staff would be happy to work with <br />the developer to resolve as marry of the issues listed in the July 2l~` memo <br />as possible. <br />Montour agreed with Blesener and felt thaC the Preliminary Plat had to be <br />tabled this evening. Montour stated that if City staff feels that enough <br />issues have been resolved, the Preliminary Plat could be brought back in <br />August. If that is not the case, than the Preliminary Plat should wait until <br />the Watershed has acted on the proposal. <br />Whitcomb pointed out that the timing of the Watershed's meeting does not <br />fit the City's timeline for processing development applications for the <br />September meeting cycle. <br />The City Administrator pointed out a key issue is that the Watershed's <br />recommendations may trigger changes to the plat. Therefore, he <br />recommended that action on the Preliminary Plat be tabled at this time. <br />The Administrator indicated that City staff can keep the Council updated <br />on the status of the outstanding issues listed in the July 2ls` memo. He <br />also pointed out that the Watershed's review is scheduled for September <br />1~". Given the timelines involved, it would be possible to accommodate <br />both Preliminary and Final Plat review in September with the use of <br />special meetings, if needed. <br />10 <br />
