MINUTES <br />CITY COUNCIL <br />JULY 28, 2004 <br />to compliance with the recommendations of the City Planner, City <br />Engineer, and City Staff. <br />Gordie I-Iowe, Masterpiece Homes, appeared before the Council and <br />reviewed the Final Plat as well as The landscaping plan. ]-Iowe noted the <br />additional trees that will be planted on the north side of the pond to <br />provide additional screening for the adjacent properties. <br />Blesener asked about access to the plat via Nadeau Road. Howe indicated <br />that the City is negotiating with Mr. David Miller for acquisition of the <br />additional right-of--way. <br />Nancy Walstead, Yorkton Ridge, indicated that Mr. Howe has been very <br />willing to work with the adjacent property owners. Walstead indicated <br />that she would like to see some additional options to the wildflowers that <br />are proposed for the pond area. She was concerned about weeds and the <br />transfer of weeds and wildflowers into adjacent yards. Walstead also <br />suggested that consideration he given to the installation of a liner for the <br />pond. <br />LaValle pointed out that the Development Agreement for Hidden Acres <br />indicates that pond plantings nwst be approved by the Watershed and City <br />staff. LaValle indicated that the City's experience with Mr. Howe has <br />been that his projects are oi'top quality and get done right. <br />Matt White, Yorkton Ridge, agreed that Mr. Howe has done a good job in <br />solving any concerns that the neighborhood has had. White wanted <br />assurance that the development of Nadeau Road would be pursued. <br />"fhe City Administrator indicated that the development of Nadeau Road is <br />addressed in the Hidden Acres Development Agreement. The City <br />Administrator reviewed for the Council the special provisions of the <br />IIidden Acres Development Agreement which exceed the standard <br />provisions. <br />The City Administrator also noted that Mr. Howe has requested that the <br />street name Yorkton Way be changed to Concetta Way, and indicated that <br />City staff has no objection to that change. All new homes in Hidden <br />Acres would have Concetta Way addresses. <br />"there was no one else from the general public present wishing to <br />comment on this matter. <br />Upon motion by Blesener, seconded by Montour, the public hearing was <br />closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />2 <br />
