MINUTES CITY COUNCIL JULY 28, 2004 The Planner indicated that staff's recommendation would be to table action on the Preliminary Plat pending a recommendation from the Watershed and a revision of the plat based on that recommendation. Blesener noted that as a result of the Watershed's recommendations, it maybe necessary to change lot lines, etc. The Planner agreed and pointed out that location of ponds or drainage patterns may need to be changed as well. Given the sensitive environmental conditions and the fact that the property is heavily sloped, the Watershed may make recommendations that cause the grading plans to be changed and house pads relocated. Blesener noted that Lake George was once located i^ the area where Lot is proposed, and it was his understanding that there are some questionable soils in this area. Anderson pointed out the City Planner's atternative design and asked which design is before the Council for consideration. The City Planner indicated that the developer's design is being reviewed by Che Council this evening. Anderson asked the hazard of granting a conditional Preliminary Plat approval this evening rather than tabling it. The City Attorney replied that the a conditional approval may result in the Council approving something that never gets implemented. LaValle asked if the developer had any concerns with the items listed in the City Administrator's letter of July 2l, 2004. Whitcomb noted that the list is very detailed and contains items typically addressed after Preliminary Plat approval and before Final Plat approval. Whitcomb indicated that he would like a reading from the Council on the proposed plat prior to beginning the onerous work of complying with the conditions listed in that letter. Whitcomb noted that the proposed Preliminary Plat submitted meets the City's guidelines, and he would like Council feedback on the plat. Whitcomb stated that he did not agree with the tabling of the proposed Preliminary Plat, and noted that the plat meets some fairly high standards. Blesener pointed out that the Council's feedback has been provided via the reconnnendations of the City Planner, City Engineer, and City Administrator. LaValle stated that he liked the development concept, but noted that environmental concerns in the area are signi{ieant.
