MINUTES <br />CITY COUNCIL <br />JULY 28, 2004 <br />The Planner indicated that staff's recommendation would be to table <br />action on the Preliminary Plat pending a recommendation from the <br />Watershed and a revision of the plat based on that recommendation. <br />Blesener noted that as a result of the Watershed's recommendations, it <br />maybe necessary to change lot lines, etc. <br />The Planner agreed and pointed out that location of ponds or drainage <br />patterns may need to be changed as well. Given the sensitive <br />environmental conditions and the fact that the property is heavily sloped, <br />the Watershed may make recommendations that cause the grading plans to <br />be changed and house pads relocated. <br />Blesener noted that Lake George was once located i^ the area where Lot <br />is proposed, and it was his understanding that there are some questionable <br />soils in this area. <br />Anderson pointed out the City Planner's atternative design and asked <br />which design is before the Council for consideration. The City Planner <br />indicated that the developer's design is being reviewed by Che Council this <br />evening. <br />Anderson asked the hazard of granting a conditional Preliminary Plat <br />approval this evening rather than tabling it. The City Attorney replied that <br />the a conditional approval may result in the Council approving something <br />that never gets implemented. <br />LaValle asked if the developer had any concerns with the items listed in <br />the City Administrator's letter of July 2l, 2004. Whitcomb noted that the <br />list is very detailed and contains items typically addressed after <br />Preliminary Plat approval and before Final Plat approval. Whitcomb <br />indicated that he would like a reading from the Council on the proposed <br />plat prior to beginning the onerous work of complying with the conditions <br />listed in that letter. Whitcomb noted that the proposed Preliminary Plat <br />submitted meets the City's guidelines, and he would like Council feedback <br />on the plat. Whitcomb stated that he did not agree with the tabling of the <br />proposed Preliminary Plat, and noted that the plat meets some fairly high <br />standards. <br />Blesener pointed out that the Council's feedback has been provided via the <br />reconnnendations of the City Planner, City Engineer, and City <br />Administrator. <br />LaValle stated that he liked the development concept, but noted that <br />environmental concerns in the area are signi{ieant. LaValle felt the issue <br />was one of balancing the interests of the developer with those of this <br />
