MINUTES <br />CITY COUNCIL <br />NOVEMBER 24, 2004 <br />feeling that increased enforcement will result in speed reductions. Deputy <br />Tim )/ntner will increase enforcement activities in this area. Fahey noted <br />that City staff is also recommending against the three-way stop. <br />The City Administrator repotted that Deputy Entner is now making <br />Cowrty Road B-2 one of his principle focuses for traffic enforcement. The <br />Administrator reviewed the traffic assessment report prepared by Deputy <br />Entner noting that the results of the Deputy's speed study show that there <br />is a speeding issue on County Road B-2. It is Deputy Lnmer's position, <br />however, that increased enforcement will address the problem. In addition <br />Yo enforcement, the County will locate one of their speed boards to this <br />area. <br />Mugs Nardini, County Road B-2, indicated that the residents on 13-2 have <br />tried to get help with this problem for the past 20 years. She indicated that <br />the Sheriff s Department patrols the area for a few days and are then gone- <br />She also encouraged that traffic enforcement monitor the area during early <br />morning and later afternoon commuting times. <br />The Administrator repotted that Deputy );ntner has proven to be an <br />excellent traffic enforcement officer, and recommended that the first step <br />be for increased enforcement along this street. Fahey noted that if the <br />enforcement does not resolve the problem, the issue will be brought back <br />to the Council for further consideration. <br />ACCESSORY The City Planner reviewed a proposed ordinance amendment which would <br />BUILDINGS create a standard relative to the construction of oversized <br />garages/accessory buildings in relation to backyard area. This standard <br />provides that garages/accessory buildings over 1,000 square feet are <br />limited to a maximum of 10% of backyard space. The Plaiv~er noted that <br />the City's 1,500 square foot maxinunn would remain in place. <br />Blesener noted that the ordinance amendment would preclude a 120 <br />square foot storage shed for those properties that have received CUP <br />approval of garage/accessory building space over 1,000 square feet in size. <br />Blesener questioned the City's ability to enforce that prohibition. <br />Fahey stated that be was not offended by the small storage sheds and saw <br />no reason to prohibit them. Blesener agreed. <br />The City Planner noted that the two issues are separate. The City could <br />proceed with implementing specife standards for regulating oversized <br />garages/accessory buildings in relation to backyard size, while continuing <br />to allow one small storage shed per property. The Planner noted that a <br />proposal to amend the Zoning Code would have to be considered at a <br />14 <br />
