The <br />building is pre-leased to the tenants of the Phase I building. <br />Fahey noted the discussion by the Planning Commission relative to <br />landscaping and clean-up of the western edge of the property. Biagini <br />indicated that he would plant evergreens on the norHi edge of the property <br />abutting the area adjacent to the apartment building. <br />Allan noted the many evergreen trees along Condit Street That are dead. <br />Biagini reported that when the bean was removed, many of these <br />evergreens were relocated. About six or seven are dead and will be <br />replaced in the spring. Biagini indicated that he would prefer to keep them <br />in place at this point to prevent traffic from driving through to Condit <br />Street In the spring the entire western edge will be cleaned up and <br />relandscaped. <br />The City Administrator indicated that the dead trees are an eyesore aa~d <br />suggested that they be removed at this time. He noted that once it starts <br />snowing, the plowing of Condit Street will create a baul< that will prevent <br />traffic from driving through. <br />I3iagiui agreed that the trees would be removed <br />Elaine Zoch, Condit Street, presented pictures of the dead trees along <br />Condit Street and asked that this area be cleaned up. She also asked that <br />the City inspect the landscaping that will ultimately be installed to ensure <br />that it is maintained and kept in good condition. <br />Fahey asked if the City typically requires landscaping bond from <br />developer. The Administrator noted that the City usually ensures project <br />completion through other means, such as the issuance of occupancy <br />permit However, a landscaping bond could be made a requirement of the <br />developer, and the Administrator suggested the bond be for a term of two <br />years. Fahey felt that the bond would provide the neighbors with some <br />security that the landscaping will be installed and maintained. <br />"Loch expressed concern about the early start for this project, noting that <br />construction on utilities, curbing, etc. started about one mouth before the <br />project was presented to the Planning Commission. Zoch pointed out that <br />this has the appearance to the neighborhood that the project is cut-and- <br />dried and their input is of no consequence. <br />Fahey indicated that the City approved a Right Of Entry agreement with <br />the developer that allowed some basic construction to begin prior to the <br />public hearing. Blesener noted that this work was done at the developer's <br />own risk and would be subject to removal at the developer's cost if the <br />
