MINUT)CS <br />CITY COUNCIL <br />DECEMBh~I2 I5, 2004 <br />The next area was ",Fiscal/Business Management". Allan rated the <br />Administrator at "E" commending him for his extraordinary grasp of <br />business management. Montour rated this area at ".B" noting the <br />Administrator's development of the Accounting Supervisor as a business <br />manager and the City's strong fiscal position. LaValle provided an "E" <br />rating noting the City's budget is lean without significant cuts or <br />sacrifices. 'LaValle commended the Administrator for the annual budget, <br />his work oa Fire Relief issues, and the Public Works Director situation. <br />Blesener rated this area at ";/" noting that budgets are prepared with little <br />input from the Council. When needed, the Administrator provides ideas <br />for budget cuts or revenue increases that are well researched and <br />presented. Blesener indicated that one suggestion for improvement is that <br />sometimes it is accessary to loosen the purse strings. I3lesener <br />commended the Administrator for recent negotiations with St. Paul Water. <br />Fahey provided an "L" rating and noted that this area is the <br />Administrator's strong suit. He noted the strong staff that does much <br />work in-house. Fahey also commended the Administrator for the results <br />of negotiations with St. Paul Water. <br />"Relationship with Mayor/Council" was reviewed. Montour provided an <br />"L"' rating and noted that information is provided to the Council that is <br />timely and accurate. Montour suggested more frequent informational <br />workshops. The Council discussed the frequency of these workshops and <br />the consensus was that they should be held on a quarterly basis. LaValle <br />provided an "E" rating and noted the Administrator's efforts to keep him <br />informed even though he does not have email. Blesener provided an "E" <br />rating noting that the Administrator has an excellent relationship with the <br />entire Council. He suggested the Administrator assist Council Member <br />LaValle in getting email. He convnended the Administrator for well <br />prepared agendas that include good reconunendations when called for. <br />Fahey rated this area at "E" indicating that the Administrator maintains an <br />effective, respectful, and balanced relationship with all Council members, <br />providing all with the sync information. As a suggestion for <br />improvement, he indicated that there seems to constantly be extensive <br />additions to the agenda and suggestions that a synopsis of the additions <br />and/or information would be helpful. Fahey commended the <br />Administrata~ to adapt to the different communication needs of various <br />Council members. Allan provided an ")/" rating but suggested that the <br />Administrata~ make every effort to distribute the agenda packet on Friday <br />evening. The Administrator indicated that being able to distribute the <br />packets on the weekends oa occasion provides flexibility for him in <br />situations where he is trying to pull together information. After discussion <br />of this issue, it was the consensus that the Floor Agenda would be emailed <br />to the Council by Friday at noon so that Council Members to e aware of <br />what will be on the agenda.
