MINUT;CS <br />CITY COUNCIL <br />DECEMBER 15, 2004 <br />OLD FIRE The City Administrator repotted that due to problems being experienced <br />HALL with rentals at the Old Fire Hall, City staff' ]has placed a moratorium on <br />rentals to non-residents. The Administrator indicated that the problems <br />that are occurring have been with rentals by non-residents involving <br />renters not vacating the premises in a timely manner and causing <br />disturbances to adjacent properties. The Administrator recommended <br />continuing the moratorium on rentals to non-residents for a period of time <br />to give staff an opportunity to look at the options and to determine if this <br />approach solves the problenh. At some point in the future, staff will reporC <br />back to the council with a permanent recommendation. One option might <br />be to require security or an on-site staffperson at rentals; however, this <br />will increase the cost of rental substantially. <br />The Council noted that at the time it was decided to provide the Old Fire <br />Hall as a rental facility, the discussion was that this would be a nice <br />benetit to I-,ittle Canada residents The intent was not to operate the rental <br />hall as arevenue-generating facility. The Administrator noted that at the <br />present time rentals of the facility are about 50% by residents and 50% by <br />non-residents. <br />Blesener introduced the following resolution and nhoved its adoption: <br />RESOLUTION NO. 2004-12-316 - ENACTING A MORATORIUM ON <br />THE RENTA7. Resolution declared adopted. <br />GAMBLING The Council reviewed the draft letter to the Gambling Control Board <br />COMPLIANCE prepared by the City Administrator addressing t1he need for Legislation <br />LEGISLATION modifying the lawful expense provision related to the operation of bingo <br />halls. It was noted that given the expense limitations on bingo hall <br />operations, it is possible for a charitable gambling organization to operate <br />bingo at a net profit, while being out-of-compliance in that expenses <br />exceed the State's limitations. The Council reviewed the report prepared <br />by City staff showing that of the four charitable gambling organizations <br />operating at the Little Canada Bingo Hall, tlu ee are exceeding expense <br />limitations while operating at a net profit. The fourth organization has two <br />pull-tab sites in addition to the bingo hall site, therefore is able to stay <br />under State-imposed expense limitations. <br />14 <br />
