MINUTES <br />PLANNING COMMISSION <br />JULY 10, 2008 <br />Helling asked the location of the two pylons. Lennander reported that CVS <br />would have one on the corner of Rice and County Road C. The second <br />would be along Rice Street for the north building. <br />Melling asked if the north building will be able to share the use of the <br />cardboard compactor, noting that this is the current situation with the two <br />existing buildings. Lennander replied that the CVS compactor will not be <br />shared. <br />Mark Lundbland, Davis Lock, was concerned about delivery truck and <br />garbage truck access for the north building. Lundbland stated that he could <br />not see a workable location for trash bins for the north building on the new <br />site plan. Lundbland noted that several islands are being eliminated, and he <br />asked about lighting locations. Lundbland pointed out that there is <br />employee parking behind the north building that would remain. He noted <br />that truck access to the back of the building is already difficult and <br />expressed concern that with the changes proposed that access will be even <br />more problematic. Lundbland pointed out the loss of parking spaces along <br />the south side of the north building, and was concerned whether there would <br />be adequate parking on the north side. He noted that the need to locate <br />trash bins on the north side will eliminate additional parking. He was also <br />concerned about snow storage. Lundbland indicated that there is a fire <br />hydrant in the wall along the eastern property line that needs to be <br />accessible. The owner of Davis Lock agreed with the comments made by <br />Lundbland. <br />Duray asked how many feet the Rice Street access point is being moved to <br />the north. Lennander estimated 25 to 30 feet. Duray asked the width that <br />would be required between the two buildings for fire access. The City <br />Planner replied that a fire access lane is required to be a minimum of 20 feet <br />wide. The Planner estimated that the proposed building separation is 30 <br />feet with the drive area at 27-28 feet. The Planner indicated that a 22 foot <br />drive access would be the minimum. The Planner estimated that the current <br />separation between buildings is 50 feet. The Planner felt the drive area at <br />27-28 feet is about the same, it is the row of parking that is being <br />eliminated. <br />Knudsen noted that the traffic circulation for the site is changing <br />significantly given the pharmacy drive-tluough. Pechmann asked if CV S <br />deliveries could be scheduled for after-hours. Lennander replied that they <br />would be during store hours. Helling stated that there are some days that <br />MGM has as many as 10 to 15 deliveries, and noted that this is only one <br />business in the north building. <br />Knudsen asked if the proposed site plan meets parking requirements. The <br />City Planner replied that it did. The north site is required to have 55 <br />-10- <br />
