MINUTES <br />PLANNING COMMISSION <br />JULY 10, 2008 <br />GENE would fronton Viking Drive and would consist of approximately <br />LaVAQUE 10,670 square feet. Kurth reported that sewer service for the new lot would <br />come from County Road B-2 through the LaVaque property. The <br />appropriate easements would be put in place for the sewer line. He also <br />noted that Magellan has pipelines in Viking Drive right-of--way and they <br />have preliminary approval to put a concrete driveway across the pipeline. <br />An encroachment agreement is being prepared and will be entered into. <br />Duray asked the location of the driveway. Kurth presented a sketch which <br />showed the driveway at the north side of the proposed new lot. He <br />indicated that this was the best location for the driveway given the slope of <br />Viking Drive. <br />Kurth noted that the lot is being subdivided for sale, therefore, no house <br />plan has been developed. <br />Knudsen suggested that finalization of the Magellan encroachment <br />agreement should be a condition of approval. The Planner agreed, noting <br />that a driveway will not be able to be built until that agreement is finalized. <br />Knudsen pointed out the new lot standards for platted property would <br />require a minimum lot size of 11,000 square feet. The City Planner noted <br />that this is being handled as a minor subdivision since only one new lot is <br />being created. Platting is required for three new lots or more. The Planner <br />indicated that he asked that a plat be prepared for this property given the <br />adjacent pipeline. <br />Duray asked if any changes were proposed for the existing houses on <br />County Road B-2. Kurth replied that those homes would remain as is. The <br />only impact would be bringing sewer service for the new lot through the <br />LaVaque property. <br />Barraclough suggested that a larger lot would result in a larger building pad <br />and a better and more saleable lot. Kurth replied that this is the amount of <br />property that the two property owners are in agreement on subdividing. <br />Duray noted the correspondence received from a Viking Drive property <br />owner opposing the property division. Duray noted that the concerns raised <br />deal with construction traffic, safety, snow removal and ice control, and <br />impact on property values causing property taxes to increase. <br />Knudsen asked if the proposed driveway location met City Code. The City <br />Planner replied that it did and was more than 60 feet from the intersection. <br />Jonathan Thompson, representing his parents at 597 Viking Drive, asked <br />about the status of the two existing houses on B-2, impact on existing trees <br />4- <br />
