MINUTES <br />PLANNING COMMISSION <br />JULY 10, 2008 <br />Motion carried 5 - 1. Barraclough voted against. <br />Barraclough stated that he opposed the lot split and it was his position that <br />Lot 3 should be a minimum of 11,000 square feet in size given the <br />development confines for this lot due to the existence of the Magellan <br />Pipeline. He also noted that the new platting standards require R-I interior <br />lots to be 11,000 square feet minimum. Barraclough felt a larger lot would <br />improve the buildability of the lot. <br />PRELIMINARY Mr. Jon Lennander, Velmer Construction Services, representing CVS <br />PLAT & PUD - appeared before the Commission requesting approval of a Preliminary <br />RICE AT C Plat and Planned Unit Development Amendment to provide for the <br />CENTER - redevelopment of an existing strip mall (Rice At C Center) into a <br />CVS CVS Pharmacy, as well as Architectural Review. Lennander described the <br />location of the project. He noted that the south building of the Rice At C <br />Center would be removed and replaced with the CVS Pharmacy. The north <br />building as well as the Rapid Oil building would remain. Lennander <br />reported that one or two of the current tenants in the south building will <br />relocate to the north building. Lennander reported that the project has <br />received Watershed approval. He also noted that the property currently <br />consists of two lots plus two outlots. The replatting will result in two lots <br />plus one outlot. Lot 1 is the north building, Lot 2 is the CVS, and Outlot A <br />is the pond. <br />Knudsen asked why CVS Pharmacy is seeking this location. Lennander <br />reported that they like the corner, and noted that both CVS and Walgreen's <br />typically look for locations adjacent to another pharmacy. Knudsen stated <br />that he is somewhat disappointed in the proposal to put a pharmacy in this <br />location as the project does not provide a variety of use for the area. <br />Lennander described the CVS building and site plan and noted the drive <br />through on the east side of the building. Knudsen asked what arrangements <br />have been made with the adjacent animal clinic Lennander noted that they <br />have entered into an easement agreement with the clinic since the CVS <br />drive-through lane will cut the northwest corner of the clinic property. <br />Lennander also reported that CVS will be replacing the wood retaining <br />wall. <br />Lennander described the layout of the CVS building on the site, noting that <br />the front of the building will face the southwest corner. The number of <br />access points to the property are being reduced by one, eliminating one <br />along Rice Street. Lennander reviewed the CVS building elevations.
