MINUTES <br />PLANNING COMMISSION <br />JULY 10, 2008 <br />Duray expressed concern about the County Road C access indicating that it <br />is very close to Rice Street. Lennander reported that he has discussed this <br />access point with the City Engineer and Ramsey County. They indicated <br />that they are fine with its location given that one of the access points on <br />Rice Street is being eliminated. Lennander reported that the access points <br />as proposed are very important to CVS, and should the City change those <br />access points, CVS may not do the project. Duray felt the County Road C <br />access point should be moved further to the east. Lennander reported that <br />he would look at that possibility, but noted that due to elevations, it is not <br />possible to combine the CVS and the clinic access points. Knudsen asked if <br />there was a minimum separation that is needed between the CVS drive and <br />the veterinary clinic drive. The City Planner indicated that the Code <br />requires a 40-foot separation between drives. <br />Duray reported that he is on the Rice Street Technical Advisory Committee <br />that is planning for the future improvement or Rice Street. He noted that <br />the CV S project was discussed recently during a workshop with the Council <br />and Ramsey County at which the future Rice Street improvements were <br />discussed. It was noted at that meeting that there are medians planned near <br />the Rice Street/County Road C intersections, and the impact of those <br />medians should be considered as part of the CVS proposal. Duray noted <br />that eliminating one of the Rice Street access points as proposed by <br />Lennander would resolve any conflict problems with the median. Duray <br />noted the County Road C traffic and the need to move the County Road C <br />access point further east to minimize traffic problems at the intersection. <br />Lennander stated that he did not believe baffle would increase to the site <br />noting they are replacing five or six businesses with one. <br />Lennander reviewed the exterior of the CVS building noting that it will be <br />primarily brick construction. Knudsen asked if there was flexibility with <br />the yellow color. Lennander replied that there was, and the yellow could be <br />changed to a taupe color. Knudsen asked about signage. Lennander <br />reported that there would be a pylon sign for each building, but noted that a <br />signage plan will be processed at a later time. <br />Duray noted the recommendations of the City Planner in his July 3, 2008 <br />report. <br />Knudsen asked about the card board compactor. Lennander reported that <br />there are two enclosures shown in the northeast corner of Lot 2. The <br />cardboard compactor will be in one of these enclosures. There is no top on <br />the enclosure. Lennander was not sure about the noise level from the <br />compactor and estimated that it would be used once of twice each day. <br />Knudsen pointed out that this site is adjacent to a residential area and the <br />City must be sensitive about noise and light from the site. The compactor is <br />directly adjacent to a residential area. Knudsen suggested that it may be <br />-7- <br />
