MINUTES <br />CITY COUNCIL <br />JANUARY 21, 2003 <br />intersection with McMenemy Street to provide a better area for cars to <br />stop at the stop sign. <br />Blesener asked about the extra paving at the end of Arkwright. The <br />Engineer replied that that would be removed. Catch basins will also be <br />installed to pick up run-off and eliminate standing water. <br />The Engineer also pointed out that the project includes surmountable <br />curbing that will be depressed at driveways. <br />An option for seeding versus sodding was discussed, and it was the <br />consensus of the neighborhood that restored areas should be seeded if <br />possible. The City Engineer noted that under the seeding option, property <br />owners would be responsible for watering the seed. However, the end <br />product is typically better. It was also noted that there would be a $1.50 <br />per foot deduct for seeding versus sodding. <br />Mrs. Hartigan asked when the project would begin. The Engineer <br />indicated that bids would be let in March, and the hope would be that <br />construction could start in April or May depending on the spring weather. <br />Mr. Hartigan asked about the timing of assessments. The City Engineer <br />replied that an assessment hearing would likely be held in the fall. Upon <br />adoption, those assessments which are certified to the County would be <br />collected beginning with the May, 2004 property tax payments. The City <br />Engineer also noted that the project would be substantially complete by <br />fall, but the final lift of bituminous would be installed in spring of 2004. <br />There was no one else from the general public present wishing to <br />comment on this matter. <br />Upon motion by Blesener, seconded by Anderson, the public hearing was <br />closed. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2003-1-74 -ORDERING IMPROVEMENT NO. <br />2000-77, SEXTANT AVENUE, AS WELL. AS PREPARATION OF <br />PLANS, AND OFFERING THE PROPERTY OWNERS A DEDUCT <br />OF $l. 50 PER FRONT FOOT IN ASSESSMENT COST IF <br />RESTORATION OCCURS VIA SEEDING RATHER THAN <br />.S"ODDING <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (4) Blesener, Anderson, Fahey, Montour. <br />
