MINUTES <br />CITY COUNCIL <br />APRIL 23, 2003 <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Montour, the public hearing was <br />closed. <br />Montour noted that the Planning Commission raised the issue of <br />handicapped parking. Blesener pointed out thaC there is plenty of parking <br />on the site, and felt that designated handicapped parking spots are <br />probably not necessary. Fahey suggested that the Building Official review <br />the need for handicapped parking. <br />Coves agreed there was plenty of on-site parking. He also reported that <br />the first-floor of the house would be made handicapped-accessible. There <br />would be a ramp into the house and the first-floor bathroom would be <br />modified. It was noted that the modifications are being made to <br />accommodate handicapped visitors to the house. It is not anticipated that <br />there would be any residents of the house that are handicapped. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2003-4-81-APPROVING THE CONDITIONAL <br />USE PERMIT ALLOWING THE EXPANSION OF A NON- <br />CONFORMING USE (BOARDING HOUSE) AT 450 LITTLE <br />CANADA ROAD AS REQUESTED BY ST. JOHN'S CFIURCH <br />SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS <br />OF THE PLANNING COMMISSION, AND SUBJECT TO THE <br />BUILDING OFFICIAL'S REVIEW AND APPROVAL OP <br />HANDICAPPED ACCESSIBILITYAND PARKING ISSUES AT TILE <br />SITE <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Fahey, Montour, Anderson. <br />Nays (0). Resolution declared adopted. <br />PRELIMINARY Mayor Fahey opened the Public Hearing to consider the application for <br />& FINAL, PLAT, Preliminary and Final Plat known as Schroeder's Rice Street Second <br />ARCHITECTURA LAddition as well as Architectural Review related to the development of a <br />REVIEW - grocery store on Rice Street as requested by Aldi Foods and Schroeder <br />RICE STREET - Development Company. It was noted that the Planning Commission <br />ALDI FOODS recommended approval subject to compliance with the recommendations <br /> of the City Planner and the City Engineer. <br />2 <br />
