MINUTES <br />CITY COUNCIL <br />APRIL 23, 2003 <br />The City Planner indicated That this is an off-site sign location for Bally's <br />and he would have to review the issue. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2003-4-82 -APPROVING THE PRELIMINARY <br />AND FINAL PLAT FOR SCHROEDER'S RICE STREET SECOND <br />ADDITION SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER AND TIIE CITY <br />ENGINEER AND SUBJECT TO THE RESOLUTION OF THE <br />BALLY'S SIGN LOCATION ISSUE <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Fahey, Blesener, Anderson, Montour, LaValle. <br />Nays (0). Resolution declared adopted. <br />Anderson asked about requiring a sidewalk along Rice Street. The City <br />Administrator pointed out that there are no existing sidewalk connections <br />on either side of this property. He fu~~ther noted that there may be <br />adequate right-of-way for Rice Street for a sidewalk, however, he would <br />have to verify this with Ramsey County. Fahey indicated that he did not <br />recall that this portion of Rice Street was included in the City's trail <br />system plan. <br />Anderson asked about a park charge for this development. The City <br />Administrator indicated that the park charge would be cash based on 5% <br />of the land value of the property. This would be collected at the time a <br />building permit is issued. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION N0.2003-4-83 -APPROVING THE <br />ARCHITECTURAL REVIEW FOR THE ALDI FOOD STORES <br />SUBJECT TO COMPLIANCE WITH TIIE RECOMMENDATIONS <br />OF THE CITY PLANNER AND SUBJECT TO RESOLUTION OF <br />THE BALLY'S SIGN LOCATION ISSUE <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Montour, LaValle, Blesener, Anderson, Fahey. <br />Nays (0). Resolution declared adopted. <br />VACATION Mayor Fahey opened the public hearing to consider the vacation of <br />OP' I+IRST First Bank Drive between Middle Street and Market Place Drive. <br />
