MINUTES <br />CITY COUNCIL <br />APRIL 23, 2003 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Montour, LaValle, Fahey, Anderson, Blesener. <br />Nays (0). Resolution declared adopted. <br />JOHNSON The City Planner reported that a trade union has expressed interest <br />PROPERTY in constructing a new building on a portion of the Drywall Supply <br />ON property on Country Drive. This building would consist of 56,000 square <br />COUNTRY feet with a 41,000 square foot footprint. The use would be office, <br />DRIVE conference center, and training facility, with the majority of the space as <br /> office use. The Administrator indicated that there would be interest in tax <br /> increment financing assistance given the soil corrections that would be <br /> needed for this site. The City Planner indicated that the use generally <br /> meets the requirements of the Business-Warehousing Zoning District. <br />The Council felt that the concept as stated appeared to be acceptable. <br />REVISION The City Administrator recommended that the Personnel Policy be revised <br />TO THE to be consistent with current practice, that is, the designation of the <br />PERSONNEL Building Official and Accounting Supervisor positions as department <br />POLICY heads as well as including these two positions in the Personnel Policy to <br />be eligible for an additional week of vacation, subject to satisfactory <br />performance, in recognition for the hours worked in excess of 40 hours per <br />week. The City Administrator noted that department heads are exempt <br />from overtime and compensatory time. The Administrator further noted <br />that the City's practice has been to put employment contracts in place for <br />department head positions rather than apply the Personnel Policy to these <br />positions. <br />Blesener expressed concern that the City has 14 full-time employees, 5 of <br />whom would be designated as department heads. Blesener noted that this <br />means 35% of the staff are considered to be department heads. <br />Fahey asked which positions were supervised by the Accounting <br />Supervisor. The City Administrator reported that the Utility Billing Clerk <br />and the Accounting/Administrative Technician are supervised by the <br />Accounting Supervisor. <br />Fahey felt that Che City Administrator's recommendation was in <br />recognition of the level of contribution that the Accounting Supervisor is <br />making, and that it was not uncommon to adjust vacation schedules. <br />However, he indicated that he did not recall the discussion in 1995 relative <br />to the provision of an extra week's vacation for department head positions <br />upon satisfactory performance.
