MINUTES <br />CITY COUNCIL <br />MAY 14, 2003 <br />AGGRESSIVE CONTROL METIIODS FOR TILE COUNCIL'S <br />REVIEW F012 IMPI EMENTATION IN SUBSEQUENT YEARS" <br />The foregoing resolution was duly seconded by Pahey. <br />Ayes (4) Blesener, Fahey, LaValle, Montour. <br />Nays (t) Anderson. Resolution declared adopted. <br />ACCOUNTING The Council reviewed the City Admiuist~~ator's recommendation dated <br />SUPERVISOR April 25, 2003 relative to the Accounting Supewisor position. Fahey <br />POSITION indicated that he was comfortable with the recommendation, and felt that <br />the additional week of vacation was a retention issue. The Council <br />discussed the issue of department head status versus exempt status, and the <br />consensus was that the Accounting Supervisor position should have <br />exempt status. <br />Mr. Pahey introduced the following resolution and moved its adoption: <br />RESOI UTION NO. 20(13-5-I02 - RECLASSIFYING TII'E <br />ACCOUNTING SUPERVISOR POSITION AT EA'F.MPT STATUS' <br />AND PROVIDING FOR TILE ADDITIONAL WEEK OF VACATION <br />ON A DISCRETIONARYI3ASIS TIED TO PERFORMANCE FOR <br />THAT POSIT lON SIMILAR TO TILE SYSTEM ]N Pl_ACE FOR <br />DEPARTMF.'NI' IIF,AD.S <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Fahey, LaValle, Montour, Anderson. <br />Nays (l) Blesener. Resolution declared adopted. <br />The City Administrator indicated that he will bring back an employment <br />agreement for Council consideration. <br />Blesener reported that he did not have au issue with exempt status for the <br />Accounting Supervisor position. His concern is that approximately 40% <br />of the City's staff is provided an extra week of vacation over the <br />established vacation schedule in the Personnel Policy. Blesener indicated <br />that it is not unusual to expect salaried employees work some extra hours <br />over 40 per wcel<. However, if there are some department heads that work <br />au inordinate number of hours afi~er 40, then he felt the employee should <br />be given the extra week of vacation without tying it to performance. <br />Blesener felt the City's vacation schedule should be adhered to, but <br />suggested that perhaps it was Yime to revisit the vacation schedule. <br />Fahey stated that given the Accounting Supervisor's level of experience <br />and expertise, he was comfortable with moving her forward on the <br />
