MINUTES <br />CITY COUNCIL <br />JUNE 24, 2003 <br />that ultimately the remainder of the Inman property and the Lancette <br />property will develop, and he preferred to keep both property owners on <br />an equal playing field. <br />Inman noted that he is proposing to put in the Allan Avenue extension <br />privately at his own expense. As such, he did not believe the cost of the <br />future development of the rest of the property would be increased for the <br />Lancette's. Fahey felt that the issue of the cost of Allan Avenue could be <br />addressed from an equity standpoint at the time the remainder of the <br />Inman property and the Lancette property is developed. <br />Fahey indicated that future development of the area should occur in such a <br />way so as to not create an undue hardship or a benefit for one property <br />owner over the other. Fahey felt that no dedication ofright-of--way for <br />Leeward Way should be required from the Tmnan's at this time, but that a <br />commitment should be required from the Inman's as part of the <br />Development Agreement that at The time Lancette's are ready to develop <br />the Inman's will dedicate the Leeward Way right-of--way. <br />Blesener noted that the Development Agreement should address the <br />location of the two houses that the Inman's want to develop so that the <br />proper setbacks are maintained for the future extension of Leeward Way. <br />Inulan indicated that he was agreeable to that, and noted that the site plan <br />shows the houses with proper setbacks. <br />Debbie Lancette, 791 LaBore Road, noted that the drawing presented this <br />evening was not the one presented to the Planning Commission. The City <br />Planner agreed, and noted that as a result of the discussion at the Planning <br />Commission meeting, the plan presented this evening was developed. <br />Fahey indicated that it is not unusual for plans to be amended as a result of <br />discussion at the Planning Commission with the revised plan then <br />submitted to the City Council. <br />Debbie Lancette indicated that she submitted a letter dated June 20, 2003 <br />to the Council this evening. Lancette expressed concern with the revised <br />plan being considered this evening. She further noted the discussion that <br />occurred at the May 27, I998 Council meeting relative to dedication of <br />Leeward Way right-of--way. The City Administrator noted the Mayor's <br />comment i^ those minutes that as a condition of a property division the <br />City should require an agreement for the Leeward Way right-of--way. <br />The C..ity Administrator indicated That staffs concern is the continued <br />piecemeal development of the area. The Administrator indicated that if <br />the Inman Addition is approved, then it would be staff's position that any <br />further development of the Inman property and the Lancette property <br />
