MINUTES <br />CITY COUNCIL <br />JUNE 24, 2003 <br />would must require the cooperation of both property owners to ensw e a <br />coordinated development. <br />Fahey asked if staff envisioned that the Development Agreement would <br />require the .Inman's to dedicate their share of the Leeward Way right-of- <br />way at the time that the Lancette's were ready to develop. He noted that <br />once this proposed plat is approved, the Lancette's would own a minimum <br />of 50% of the developable property. Fahey noted that the Council has <br />typically proceeded with development when a minimum of 50% of the <br />property owners involved were in favor of developing. Fahey stated that <br />he did not want to see the situation where the Inman's could hold future <br />development hostage, and indicated that the Development Agreement <br />should be worded to prevent that situation. <br />The City Administrator indicated that he envisioned that the Development <br />Agreement would address the need for coordinated and cooperative <br />development of the area. Continued piecemeal development will result iu <br />problems with installation of utilities, ponding, etc. <br />Fahey indicated that he wanted to preserve the City's right to improve <br />Leeward Way in a coordinated fashion and assess the benefiting property <br />owners. Fahey stated that if Mr. Inman is agreeable to this, then the City <br />would not need to require the dedication of Leeward Way at this time. <br />The City 'Planner felt that either Option 2 or 3 outlined in the Planner's <br />June I9'~' report preserve the City's right in that regard. <br />The City Administrator noted that the initial recommendation only asked <br />for the Inman's to dedicate Leeward Way right-of--way adjacent to the two <br />proposed lots and not all the way to the south end of the entire length of <br />proposed Leeward Way. <br />Fahey stated that if the Inman Addition is approved, the City would <br />assume that Inman has no objection to the future dedication of Leeward <br />Way adjacent to the two proposed lots. Fahey stated that it should be clear <br />to the Inman's that if the plat is approved, it will be a Council decision as <br />to whether:Leewat~d Way will be extended when the Lancette's are ready <br />to develop. <br />Debbie Lancette asked if Inman had to agreed to the right-of--way for the <br />full length of Leeward Way, or only the portion that abuts the two lots he <br />is proposing. Fahey felt that the Development Agreement with Inman <br />should provide for the dedication of Inman's portion of the Leeward Way <br />right-of--way at the time there is a comprehensive development proposed <br />
