Blesener indicated <br />that given Mr. Johnson would be rendering a service, he did not consider <br />this to be multiple users of a site. <br />LaValle asked about allowing the leased use with aone-year sunset. The <br />City Administrator indicated that the City has allowed interim uses in <br />other situations. <br />Fahey stated that he is against the leased use noting that this was not what <br />was represented by Mr. Johnson initially. Fahey felt that each time Mr. <br />Johnson comes before the Council he is looking for a little more. Fahey <br />felt that at some point the Council has to say that this is the concept that <br />was agreed to; and if Mr. Johnson cannot live up to his commitment, then <br />perhaps he should look at other options. Fahey felt that outdoor storage by <br />multiple users will be an enforcement mess. Fahey also noted that City <br />staff and consultants have indicated that from a good planning perspective, <br />they cannot recommend approval. Fahey again indicated that the City <br />Planner and City Engineer will have to review the revised plan submitted <br />this evening to see if it complies with their recommendations. Fahey <br />noted that as it stands this evening, it appears there is a split vote on <br />whether to allow outdoor storage by multiple users. <br />Johnson asked if the Council was willing to move forward on the revised <br />PUD without the multiple users of the outdoor storage space. <br />Fahey stated that he was not prepared to act on a revised drawing <br />presented this evening without the review of the City Planner and City <br />Engineer. Fahey stated that he is very hesitant to move forward on matters <br />such as these that involve a lot of changes without the benefit of review by <br />the Planning Commission and the City's staff and consultants. <br />Johnson indicated that the changes that he has made are to facilitate what <br />the City has wanted. Johnson felt that the changes being made were <br />compromises on his part to facilitate the demands of the City. He pointed <br />out that the Council 82 needs more parking spaces, and he is <br />compromising by agreeing to a shared parking arrangement between Lots <br />1 and 3. <br />Fahey pointed out that the City has informed Mr. Johnson that they did not <br />want to see multiple users of this site, and that is what he is proposing this <br />evening. Fahey felt that the proposal for the front of the property was a <br />good one, but indicated that the changes being proposed for Lot 3 will <br />need to be reviewed by staff and consultants. Fahey felt that if those <br />changes comply with their recommendations, he would support the revised <br />PUD without, however, the multiple users of the property. <br />
