MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24, 2003 <br />would eliminate the need for wells to be installed for the Hamel Estates <br />lots. This improvement is being driven by the need to address the <br />deteriorating streets in the Twin Lake area. However, the biggest issue is <br />the looping of the watermain which is dependent upon the City of Vadnais <br />Heights. The Administrator indicated that if the watermain cannot be <br />looped, one option would be to delay the assessment of the improvement <br />costs until it can be looped given the property owners concern with the <br />quality of Vadnais Heights' water. The Administrator reported, however, <br />that Vadnais Heights has made some modifications to their water system <br />which, they feel, has improved water quality. <br />Kris Krengel, representing Rob Carlson, asked about the Waiver of Right <br />to Appeal Assessment and whether or not the proposed assessment amount <br />became a pending assessment against each of the Hamel Estates lots. The <br />City Administrator indicated that the amount would not become a pending <br />assessment until such time as the improvement project is ordered. The <br />Waivers would run against the properties and would become the <br />responsibility of the property owner at the time the improvement is <br />ordered. <br />Krengel pointed out that the developer will install dry water lines at the <br />time the road is brought in for the Hamel Estates plat. The developer will <br />also have to construct wells for each of the lots if the Twin Lake area <br />watermain improvement is not constructed early next year. The <br />Administrator indicated that a neighborhood meeting will be held this fall <br />to determine if the property owners in the Twin Lake area want to proceed <br />with the watermain improvement in 2004. <br />Krengel asked if it will be possible to direct storm water drainage from <br />Hamel Estates to the freeway. The City Administrator replied that MN <br />DOT thinks the freeway project will be able to accommodate the flow <br />from the Hamel Estates plat. MN DOT is also looking at the ability to <br />accommodate the run-off from the Twin Lake area as part of the Unweave <br />the Weave project. However, no definite commitments have been made at <br />this point. The Administrator felt an answer would be forthcoming from <br />MN DOT very soon. <br />Fahey asked the Administrator what made him so optimistic that water <br />could be brought into the Twin Lake area next year. The Administrator <br />pointed out the City's ability to bring in a dead end line until such time as <br />the line can be looped with the cooperation of Vadnais Heights. The issue <br />is meeting with the neighborhood to determine whether or not they would <br />support the dead end line. Again, the Administrator indicated that the City <br />could offer the option of delaying the assessment until the watermain can <br />be looped or having the assessment become active if a property owner <br />10 <br />
