MINUTES
CITY COUNCIL
NOVEMBER 12, 2003
The foregoing resolution was duly seconded by Montour.
Ayes (4) Blesener, Montour, LaValle, Anderson.
Nays (0). Resolution declared adopted.
REQUEST Mr. Ed Inman appea~'ed before the Council requesting that the portion
TO RENAME of Allen Avenue east of Greenbrier Street and he is developing be
PORTION renamed to Inman Place. Inman reported that he has discussed this
OF ALLEN issue with the City Administrator, City Planner, and Fire Chief, and there
AVENUE does not seem to be any concerns with renaming the street. He also
discussed it with George Altendorfer of the Sheriff's Department, who
expressed some concern for consistency in the naming of streets. Inman
reported, however, that Altendorfer indicated that addresses are typically
dispatched using the closest intersection. Inman also pointed out that
police and fire utilize the same dispatching system and that GPS will
likely be utilized in the future as a dispatching tool.
Inman indicated that he is paying for construction of the street, and had to
give up 40,000 square feet of property for tlie road. Inman indicated that
security in the area is also being improved by the installation of the street.
Inman felt that for these reasons, he should be able to have the street
named "Inman Place".
Inman noted that there are some house and street locations that are
challenging to find, and noted the confusion with a street like Viking
Drive that has sections located on opposite sides of the freeway. Inman
did not feel that renaming this small section of Allen Avenue to Inman
Place would be a problem.
Anderson suggested that a sign monument at the entrance to the Inman
development might be a better solution. Inman expressed concern with
liability issues if a driver happened to hit a sign monument.
George Altendorfer, Ramsey County Sheriffs Department, indicated that
the Sheriff's Department is frequently asked to comment on issues of
naming streets, etc. from a public safety standpoint. Altendorfer indicated
that his position is in support of consistent standards that make it easier to
locate streets and addresses. Altendorfer pointed out that valuable
response time can be lost when street names and numbering is confusing.
Inman pointed out that it should not be difficult to locate Inman Place
since it will be a short section of street that will lie between Greenbrier
Street and Leeward Way.
