MINUTES <br />CITY COUNCIL <br />DECEMBER 1, 2003 <br />the agenda has already gone out. The Administrator stated that staff will <br />give more attention to getting the Council information in a timely fashion. <br />Fahey indicated that he has submitted a congratulatory letter to the City <br />Administrator on the excellent job that he has done this past year. Fahey <br />noted the development and redevelopment issues that have faced the City <br />this past year. <br />The Administrator thanked the Council for their support over the years, <br />and commended them for their working relationship between themselves <br />and with the staff- The Administrator noted that the City is staffed lean, <br />but pointed out that staff gets a lot done. <br />Fahey agreed, and noted that he gets very few complaints about the City <br />staff. <br />The Administrator reviewed the City's 2003 Action Plans and noted that <br />progress is on track for most. He noted that with regard to the exploration <br />of cooperative agreements, negotiations with St. Paul relative to the City's <br />water system have been delayed due to the retirement of Bernie Bullert <br />and the fact that his successor has not yet been named. The Administrator <br />also noted that with regard to the action plan relative to the negotiation of <br />lower water rates, St. Paul has pointed out that Little Canada has a <br />contract with them. The Administrator anticipated that Little Canada will <br />be able to negotiate lower rates after Roseville has renegotiated its water <br />contract. <br />Other areas that the Administrator highlighted include the progress that the <br />City has made toward completion of its pedestrian trail system, and the <br />hiring of Jack Auge as Fire Inspector that will allow the City to maintain <br />service levels. The Administrator also reported that he is waiting for a <br />response from US Bark relative to the business revolving loan fund that <br />the City would like to establish. The Administrator was hopeful that this <br />program could be put in place in early 2004. <br />Fahey suggested that a goal setting session be scheduled for January, <br />2004, and requested that this be placed on the December 17°i Council <br />agenda for discussion. <br />At this point, 6:58 p.m., the workshop was temporarily adjourned until <br />after the Council's Truth In Taxation hearing. The workshop was <br />reconvened at 7:47 p.m. <br />
