MINUTES CITY COUNCIL DECEMBER 17, 2003 The Administrator reported that the estimated City tax rate remains at 26.25% with the Gross Levy increase at 4.8% and the Net Levy increase at 5.63%. The Administrator summarized 2003 estimated actual results. These included a projected deficiency of $20,804 after State Aid cuts, revenue enhancements, and expense cuts were applied to the original budget. Currently, a surplus of $57,068 is being projected for 2003, an $80,742 improvement. Approximately $65,000 of this improvement is attributed to additional fees generated by building activity. Building activity remained strong during the fourth quarter of 2003, as opposed to the historical tapering off during this quarter. The Administrator also noted that the 2004 Capital Equipment expense was increased by $22,000 as the City is in need of an upgrade of its Cable TV equipment. With regard to Enterprise Funds, the City Administrator noted that the initial review of these funds shows the Water Fund to be in good shape while the Sewer Fund is not. It is anticipated that early in 2004 a sewer rate increase will be proposed. The City is currently evaluating inflow and infiltration into the sewer system. If this flowage can be reduced, the result will be a reduction in the City's sewer costs. There was no one present from the general public wishing to comment on the proposed 2004 Budget and Tax Levy. Upon motion by Blesener, seconded by LaValle, the public hearing was closed. Mr. Blesener introduced the following resolution and moved its adoption: RESOL UTION NU. 2003-72-282 -APPROVING THE 2004 73UDGET AND CERTIFYING THE TAX LEVYAS RECOMMENDED 73Y THE CITY .STAFF The foregoing resolution was duly seconded by LaValle. Ayes (5) Blesener, LaValle, Montour, Anderson, Fahey. Nays (0). Resolution declared adopted. Mr. LaValle introduced the following resolution and moved its adoption: RESOI, UTION NO. 2003-12-283 -RATIFYING 2004 SALARIES AS RECOMMENDED 73Y THE CITYADMINISTRATOR The foregoing resolution was duly seconded by Montour.
