MINUTES <br />Parks & Recreation Commission <br />March 24, 2003 <br />Sanders stated that the play area will be bid as a separate item to achieve more favorable bid <br />results. He asked for feedback from the residents on the use of wood fiber under the play <br />equipment instead of sand. He stated that the fiber is handicapped accessible so its installation <br />would be less expensive than sand. The residents felt that the fiber could be used, but they <br />would like to see some kind of a sand play area added for the younger kids. One resident <br />suggested eliminating the gazebo from the park plan altogether and placing the sandbox in that <br />area. The residents present seemed to favor that idea. <br />A resident asked what the park hours will be and if those hours will be posted. Sanders stated <br />that the parks in Little Canada are open from dawn to dusk. The Director stated that signage can <br />be added stating the hours. Another resident asked if the basketball court will be lighted. <br />Sanders stated that there will not be any lighting added to the park. <br />The residents present expressed concern over the use of the basketball court by older kids. One <br />resident suggested lowering the height of the hoop to discourage use by the older kids. The <br />residents seemed to favor that idea. Sackett Glaser suggested that the basketball court by <br />installed on a trial basis with the hoop at a lowered height. If the court proves to be a nuisance, <br />the hoop can always be removed and the surface can be used for other recreational purposes <br />such as four square. She encouraged the residents to monitor the situation and give City Hall a <br />call if problems arise. <br />A resident asked if sod or seed will be placed. Sanders stated that the park will be seeded. <br />Sanders stated that the play equipment is scheduled to be installed in September at the end of the <br />construction period. Construction is scheduled to take place from May through September. <br />Sanders indicated that there is money in the budget for the play area. However, due to <br />discussions by the City Council on budget cuts, the project could be delayed. Most of the <br />residents present expressed their desire to proceed with construction, including the play area, as <br />soon as possible. Sackett Glaser assured the residents that the City Council considers the <br />completion of Rondeau Park a high priority based on the results of their recent goal setting <br />session. <br />A resident expressed concern over the lack of a parking lot since he did not want to see people <br />parking on Jackson Street. The Director stated that a parking lot was purposely ommitted since <br />it was the Commission's desire for the park to be used by the neighborhood and not by people <br />who would have to drive to get to it. To-date, there has not been a parking problem experienced <br />at other neighborhood parks. <br />A resident expressed concern over the entrance to the apartments and asked if the opening was <br />necessary. Sanders felt the entrance was necessary on that side of the park. <br />One resident expressed concern over the existing h•ees in the park. Several are leaning or have <br />fallen over due to the wet soil. She indicated that any trees planted will have to be able to adapt <br />to the wet soil. <br />Page 2 of 4 <br />
