MINUTES <br />Parks & Recreation Commission <br />December 4, 2003 <br />History Center on Noel Drive behind Norm's Tire Sales. Several ideas were discussed by the <br />LCHS and finally Gagne came up with the idea of a gazebo. The LCHS was thinking of the <br />following: <br />• A gazebo costing around $10,000. <br />• Traditional white color with a green roof. <br />• Completely maintenance free. <br />• Floor with steps entering into gazebo. <br />• Portable, in case a different use for the property becomes necessary. <br />• Size approximately 15 feet across, completely open. <br />The LCHS wanted to find out how the Commission felt about the idea before taking it any <br />further. Sanders asked if the gazebo would be primarily visual or would it see use. Gagne <br />stated that some people felt the ice cream social could be held in the gazebo, but he personally <br />felt that the gazebo would be more of a visual fixture. Sanders asked about other site work <br />around it such as walks going up to it. Gagne felt that a light on either side of the enhy would <br />be nice and also some rock around the base. <br />Schabacker asked about pictures of historic gazebos that could be used as a guide. Gagne stated <br />that the only one he knows of is at Manitou Island in White Beaz• Lake. Schabacker felt that it <br />sounded like a good idea. However, several members of the Commission are missing tonight <br />and input is needed from them as well. <br />Schabacker asked if the gazebo would be lighted and if seating would be added. Gagne was <br />thinking that solar panels could be added that would provide lighting. Then, electricity would <br />not be necessary. Sanders felt that the gazebo would be a nice element that could be viewed <br />from the trail across the ravine. <br />The Director asked Gagne what steps the LCHS would take next if the Commission gave their <br />okay on the project. Gagne said that he would talk to the City Administrator to determine steps <br />he needed to take for approval. Then, he would want to discuss this matter further with the <br />LCHS to determine what exactly they would like to see, get a cost on it, and then find some way <br />to finance it. Gagne felt that one fundraiser that could be used would be to raffle off a small <br />gazebo at Canadian Days like what was done this year with the schoolhouse. Another financing <br />option would be to solicit funding from businesses with the promise that their name would be <br />mounted somewhere on the gazebo. The Director commented that before the LCHS spends a <br />lot of time on the project, they should get official approval by the Commission and City <br />Council. The Director felt that approval from the Commission should wait until next month's <br />meeting since there are so many members missing tonight. <br />Broten asked if the gazebo would have to conform to handicapped accessibility standards. <br />Sanders felt that it should. Sanders stated that he had some gazebo examples that he could <br />forward to the LCHS for review. <br />Page 2 of 5 <br />
