MINUTES <br />CITY COUNCIL <br />NOVEMBER 23, 2015 <br />COMPLIANCE WITH THE RECOMMENDATIONS OF THE <br />PLANNING COMMISSIONAND CITYPLANNER. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />PRESENTATION- Rocky Waite, Little Canada resident, stated that the Veteran's Memorial <br />UPDATE ON THE was coming along now after some design revisions. Waite wants to <br />LITTE CANADA highlight the many people and businesses who are donating funds and <br />VETERAN'S manpower to this project, including tonight's additional $10,000 from <br />MEMORIAL — Slumberland Furniture. <br />ROCKY WAITE <br />CONSENT Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTION NO. 2015-11-223 - APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS, <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />2016 BUDGET City Administrator stated the budget needs to get in final form for its <br />DISCUSSION adoption on December 16th. Since the last Council meeting, some updated <br />information has been received. He stated that after the last discussion, the <br />budget had a gross levy increase of 3.4%. He noted that those discussions <br />were not considering the transfer of expenditures from the Water Fund <br />(601) and Sewer Fund (602) to the General Fund associated with the <br />creation of the internal Planner/Code Enforcement position. City <br />Administrator stated that person's position is now paid with some sewer <br />and water funds. He stated that if the internal planner position is created <br />and she continues with code enforcement duties, then those costs should <br />not come from the sewer and water funds, and there is $29,600 to deal <br />with. If this position is not created, then this does not need to be <br />addressed. <br />City Administrator noted that he received some revised valuations from <br />Ramsey County that has the effect of lowering our tax rate from 30.635 to <br />30.608. He stated that staff had made some changes to the budget that <br />they felt the Council would be in agreement with. City Administrator <br />
