MINUTES <br />PLANNING COMMISSION <br />JUNT 12, 2003 <br />sort ofcost-sharing arrangement Mr. hnnan might have with property <br />owners abutting this section of Allan Avenue. <br />Inman indicated that he would like to install a temporary cul-de-sac with a <br />25-foot radius at the end of Allan Avenue until such time as it could be <br />connected with the extension of Leeward Way. <br />The City Planner noted the recommendation of both his office and the City <br />Engineer that as part of the platting process Mr. Inman be required to <br />dedicate the east approximately 25 feet of these lots as right-of--way for <br />Leeward Way. Tite Planner noted that the future extension of Leeward <br />Way would straddle the Inman and Lancette shared property line. <br />Therefore, eventually 25 feet ofright-of--way will be needed from each <br />property owner for the extension of [.,eeward Way. <br />The City Planner summarized the history of the piecemeal development of <br />Leeward Way in this area and noted that the City has a thoroughfare plan <br />for the area which contemplates the future extension of Leeward Way <br />several hundred feet south terminating in a cul-de-sac north or LaBore <br />Road. At this time Leeward Way ends at the Inman and Lancette <br />properties, and to extend it to the south will require the cooperative <br />development by both property owners. As far as City staff knows, the <br />Lancette's are not interested in developing at this time. L-towever, Mr. <br />Inman would like to develop two lots for his daughters. The Planner <br />pointed out that Mr. ]nman can do this by improving Allan Avenue. He <br />also noted that two lots is all Mr. lnman can develop without the <br />cooperation of the Lancette's in a joint development of Leeward Way. <br />The Planner indicated that given Mr. hunan wants to develop these two <br />lots, this is the City's opportunity to require the dedication of 25 feet of <br />right-of--way for Leeward Way as it would abut the two lots being <br />proposed. The Planner further noted that Mr. Inman's engineer is <br />objecting to the dedication of this right-of way. <br />Lnman asked if the right-ot=way would become public land. The Planner <br />replied that it would. lnman was concerned drat once he dedicated this <br />land as right-of--way, anyone would have the right to walk on the land. <br />Inman indicated that he has a large parcel of lend the affords privacy and <br />he would like to maintain that privacy. <br />The planner suggested That an alternative to dedicating the right-of--way <br />now would be to plat the 25 feet as an outlot which would be transferred <br />to the City as right-of way at the time Leeward Way is extended. <br />Inman again stated that he did not want to give public access to the east <br />side of these two lots.
