Honorable Chairman and Planning Commission <br />June 5, 2003 <br />Page Two <br />Drainage <br />1. No drainage calculations were provided in the submittal package. Drainage <br />calculations should be reviewed prior to approval. <br />2. An elevation should be shown on the emergency overflow swales from both ponds. <br />In addition, the emergency overflow paths must be shown from all low points to <br />indicate drainage patterns. <br />3. Top and bottom wall elevations should be shown for all retaining walls proposed on <br />the site. <br />4. All retaining walls over 4 feet high must be tiered. The walls should be tiered at <br />equal steps, i.e. a 4-foot wall would require 4 feet of horizontal clearance prior to the <br />start of the next wall. <br />5. A drainage Swale should be provided along the west lot line of Lot 1 Block 2 to <br />ensure drainage is not directed onto the adjacent property. <br />6. The drainage swales along the lot lines between Lots 10 & 11, 11 & 12, and 12 & 13 <br />should be extended into the front yards to ensure all drainage will be kept within the <br />drainage easement along the lot lines. <br />7. Drainage swales should be provided along the lot lines between Lots 3 & 4, 4 & 5, <br />ands&6. <br />8. A drainage Swale should be constructed along the lot line between Lots 14 & 15 to <br />prevent drainage from Lot 15 discharging onto Lot 14. In addition, a more defined <br />Swale should be graded between Lots 12 & 13. <br />9. The garage floor elevation shown for the home on Lot 14 is 883.5 however; the <br />highest contour through this lot is only an 880. Adjustments should be made to the <br />lot grading or the garage floor elevation shown. <br />10. The plan should indicate that Class 4 Rip Rap be used at all outlet flared end <br />sections and a cubic yard quantity noted. <br />11. As previously requested, Preserve Trail should be centered within the obtained right <br />of way. As shown, the Preserve Trail right of way is not 40 feet from the existing <br />driveway on the east which is the minimum distance allowed by City Ordinance. <br />Utility Plan <br />1. The hydrant and catch basins located within the St. Paul water easement should be <br />moved to the east outside of the easement. <br />2. All 12 inch and 15 inch RCP storm sewer pipes should be noted as Class 5. <br />3. An 8" x 6" tee can be used for all hydrant leads instead of the 8 x 8 tees shown. <br />4. Storm water from the Preserve Trail should be directed to the west pond within the <br />development to maximize storm water treatment through the wetland. <br />5. As shown, there is only a 1.5-foot build for STM MH-12. This structure is too shallow <br />to actually be built and the inverts must be revised. <br />6. Details should be provided for the proposed guardrail along Preserve Court east of <br />Preserve Trail.
