MINUTES <br />PLANNING COMMISSION <br />AUGUST 14, 2003 <br />Barraclough asked how the situation has gotten to where it is noting that a <br />couple of years ago the CUP was approved for O'Brien for rental of <br />passenger automobiles with a limitation to four cars. O'Brien reported <br />that he considered RV's to be passenger vehicles. <br />The City Plamrer indicated that Mr. O'Brien is requesting the amendment <br />to his CUP as a result of code enforcement action related to the RV rental <br />business. The Planner also noted that if the Commission were to approve <br />the amendment to the CUP allowing for the rental of RV's from the Rice <br />Street site, Mr. O'Brien would have to find a legal storage site for the <br />RV's. <br />Duray indicated that he had a problem with the rental of RV's from the <br />Rice Street location given this is a very tight area. Duray expressed <br />concern that RV's pulling in and out of this site could be a hindrance on <br />the other businesses in the strip center. Duray felt that in considering this <br />request, it was the Commission's responsibility to look at the impact to <br />other businesses in the strip center. O'Brien reported that he has talked to <br />these other businesses and they do not have a problem with the RV rental <br />business. O'Brien again noted that he utilizes the back parking area. <br />Barraclough suggested that if O'Brien wants his RV storage site to be in <br />Little Canada, then he should be looking for a location in Ryan Industrial <br />Park. The current storage site is not zoned to allow for outdoor storage. <br />Barraclough suggested that O'Brien could open a satellite RV rental <br />facility from a Ryan Industrial Park location. <br />O'Brien asked if he would be allowed to have RV's picked up and <br />dropped off at the Rice Street location. <br />The City Planner indicated that any amount of time that an RV would be <br />at the Rice Street site is technically outdoor storage and would be a <br />violation of the Zoning Code. The Planner also noted that the site was not <br />designed for the shuffling of RV's in and out of this location. <br />Weihe noted that while the RV rental business may not be a problem for <br />the current businesses in the strip mall, businesses change and there could <br />be a problem in the future. <br />Duray pointed out that when the original CUP was considered, there were <br />some questions with this type of business in a business zoning. The result <br />was the limitation of four passenger automobiles. Duray indicated that it <br />was his feeling that the site could not support an RV rental business that <br />included RV's in and out of the Rice Street location. <br />-3- <br />
