MINUTES <br />Parks & Recreation Commission <br />December 5, 2002 <br />^ Drainage areas planted with perennials are planned. Water will be filtered through these <br />areas to prevent direct drainage into the lake. <br />^ Redevelopment of parking lot. Lot will feature angle parking with cone-way loop and <br />planting islands to break up the pavement. <br />^ Existing play area will remain. <br />^ The concessions building will be removed and replaced with two smaller buildings...one for <br />lifeguard and one for public restrooms. <br />• Beach area will be slightly smaller with waters edge native plantings on either side. <br />^ Walkway will meander through wooded knoll with access to a new fishing pier. <br />Flat lawn area provided with picnic tables. <br />^ Picnic shelter will be removed and will not be replaced. Buckthorn will be removed and <br />replaced with prairie plants consistent with original landscaping. <br />^ Winter access to the lake will be provided, but is still being planned. <br />One resident asked if access for Sheriffs Deparhnent is provided in case of emergencies. <br />Sanders stated that emergency access would be the winter access talked about previously. <br />Another resident asked the County to consider upgrading the fence between the homes and the <br />park to make sure there is enough security. <br />A resident asked if the parking lot would remain the same size. Sanders stated that it would stay <br />about the same size. Concern was expressed about the remote area of the parking lot since it <br />could be used for something other than parking. <br />The residents present requested that a barrier gate be added at the entrance to the park to <br />discourage night use. Holmberg stated that this is possible. He said that the new gates are much <br />easier to use. However, residents were informed that gates make it tough for the Sheriff's <br />Department to monitor the park. <br />Residents were concerned about the location of the fishing pier. They felt it would be tough for <br />the Sheriff to monitor. Sanders stated that there is some flexibility in where it can be placed. <br />The residents felt it would be better on the north end. <br />A resident asked about the vegetation planned for the hill. He stated that he lives on Edgerton <br />Street and did not want his view of the lake blocked. Sanders stated that the Sumac will stay, <br />but the Box Elder trees and Buckthorn will be removed and replaced with lower lying native <br />plantings. <br />A model was presented showing the two buildings planned....one for the lifeguard and one for <br />the public restrooms. Vending machines will be closed off to the public at night. A public <br />telephone and foot wash stations are also included. The County is limited as to where the <br />buildings can be placed since there is a 50-foot setback from the water level and a 2-foot setback <br />above the 100-year flood level. The buildings will be connected to City water and sewer. <br />The picnic shelter will not be replaced due to the small size of the park and the fact that the <br />knoll is not a good location for one. <br />Page 2 of 3 <br />
