MIND"TGS <br />PLANNING COMMISSION <br />FGI3RUARY 14, 2002 <br />Concern was expressed that the ingress/egress is being proposed on <br />Jackson Street. Perry reported that the Public Works Director and City <br />Engineer have recommended that the driveway be on Jackson Street rather <br />than Little Canada Road. The owner of RutJ'Cuts would prefer the <br />driveway be on Little Canada Road. <br />A property owner from the area pointed out that Jackson Street is the only <br />access in and out of this neighborhood for many homes There are many <br />children in the neighborhood, there are a lot ot'school buses coming in and <br />out of this area, and there is a park proposed fin then north on Jackson <br />street. The property owners present preferred that access for Ruff Cuts be <br />on Little Canada Road and felt this would be safer for the neighborhood <br />and less confusing for the patrons of Ruff Cuts. <br />A neighbor asked about lighting, landscaping, and signage. Perry <br />described the lighting and signage. He noted the location of the trash <br />enclosure and pointed out it would be screened. A landscaping plan will <br />be developed for the property. However, given there are some issues <br />being working out with the City Engineer on drainage of the site, the <br />landscaping plan has been delayed until the drainage issues are resolved. <br />Keis asked about the windows in the front of the building pointing out that <br />the Planner is recommending 200 square feet of window space. <br />Perry indicated that they can increase the amount of window square <br />footage. <br />Duray asked if the vinyl siding proposed for the north and west sides of <br />the building would meet the architectural guidelines. The City Planner <br />indicated that the architectwal guidelines talks about masonry, but the <br />Planning Commission has some flexibility with materials, and can accept <br />vinyl siding if it feels that would fit in with the neighborhood. <br />Knudsen asked about access to the trash encloswe. Ruff Cuts owner <br />indicated that they would be using residential-style containers that would <br />be pushed to the sweet. Animal waste would be disposed of in these <br />containers along with other waste. <br />A property owner asked about setback for the parking lot The City <br />Planner pointed out that the parking lot must be a minimum of 5 feet from <br />the property line, <br />Peny indicated that if driveway access can be changed to Little Canada <br />Road, this will help resolve the storm water drainage issues with the site. <br />
