MINUT>/S
PLANNING COMMISSION
JUNU 13, 2002
Don Smith, Little Canada Road property owner, asked the impact on
property taxes that would result from the rezoning. The City Planner
indicated that property taxes are based on use, therefore, a rezoning would
not impact property taxes. The Planner also noted that the rezoning to RB
would make it easier for homeowners to improve their homes and even
replace them in the event of a disaster.
1<nudsen suggested that property owners would have more flexibility and
freedom under the RB zoning than the B-3 zoning. The Planner agreed
that property owners would have more flexibility in the continued use of
their property as residential TI1e RB zoning also allows for a certain
amount of business usage.
Mr. Stafl<i, 316 Little Canada Road, indicated that one of the reasons for
purchasing his property was the B-3 zoning and the potential profit from
the sale of commercial property.
The Planner indicated that RB zoning would allow for a certain amount of
business use, although that business use would be one that was not overly
intensive for residential property. 'i'he Planner indicated that the RB
zoning recognizes the area as that of mixed uses and tries to accommodate
both residential and business properties.
Stafl<i asked what is lost if the property remains zoned B-3. The Planner
indicated that the residentially used properties lose flexibility in being able
to expand. if a home is destroyed, the B-3 zoning does not provide for
replacement of that home.
Stafl<i indicated that there have been improvements made to the homes in
this area. "1'he Planner agreed that the current Council may be willing to
allow for the expansion and replacement of existing homes under the
current B-3 zoning. however, another Council may not be so willing and
may want to see the area evolve into strictly commercial.
1<nudse^ suggested that the only situation in which the RB zoning would
be unfavorable for the property owners is if one of them wanted to put in a
high density business use. 1<nudsen felt the RB zoning provided the best
situation for residential and small business uses to co-exist.
Kim Koenig suggested that the individual property owners should be able
to decide how their property is zoned.
-4-
