b[INUTES
PLANNING CO~~~It~~11SSfO~~'
JUNE 13, 2002
REZONING
TO PUD -
3180 COUNTRY
DRIVE -
GLENN
KLOSKIN,
BOATER'S
OUTLET
Keis pointed otu that the City does not want to ~>et into a spot zonin<~
situation. Keis felt that the RB zonin<~ provided some protection to the
residential properties that the B-3 zoning did not.
Scott Barracloush pointed out that should any of the property owners wish
to sell their properties, buyers will have a difficult time obtainin<z
mo~t~>ages ariven that the houses are non-conforming uses.
Stafl<i suggested that the owner of the Cit«o Station adjacent to him would
like to buy his property and develop an ot~ice building on it. The Planner
indicated that under the current zoning and given the fact that the Citgo
Station currently has a Conditional Use Permit, an amendment to that CUP
would be necessary. However, the requirements for developing an office
building on the Stafl:i property would be relatively the same under either
the B-3 zoning or the RB zoning.
Koenig indicated that he operates a business from his property and asked
how the rezoning ~•vould impact his business.
The City Planner indicated that the operation of the business would not be
im~~acted by the rezoning given that it was established prior to rezoning.
I-Iowever, if the business were to espand or if a property owners wanted to
establish a new business, and Conditional Use Permit would have to be
obtained.
Keis recommended that the City Council call for a Public Hearing to
consider the rezonin_> of certain Little Canada Road properties from
General Business (B-3) to Residential Business (RB).
Motion seconded by Knudsen.
Motion carried 6 - 0.
Glenn IUoskin, Boatel's Outlet, appeared before the Commission
requesting approval of a rezoning to PUD for 3 130 Country Drive so that
he can relocate his business to this property. I<losl:in reported that his
business is a marine equipment and boating supply outlet store. Boater's
Outlet also does boat and pontoon repair and during the winter months
as weh as boat and pontoon stora~,e. As part of the storage process, boats
and pontoons- are slvinl:-~n-rapped and would be stored outside in a fenced
in storage area. IUoskin noted that the property is currently zoned B-W
and given the City's recent changes to the B-W District, outdoor storage is
not allowed. Therefore, IUoskin is requesting that the property be rezoned
5-
