MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 2002 <br />The Planner noted that given the development sketch for Lot 1 is only a <br />concept, the Commission would be considering development stage PUD <br />on that property. <br />Gatzke indicated that he supports the Preliminary Plat, Concept and <br />Development Stage PUD as determined by the City Planner, and the <br />Rezoning based on the details being worked out between staff, the City <br />Planner, and the City Engineer. <br />Keis asked what a reasonable time frame was to see this property develop. <br />The City Planner indicated that the City can establish an interim <br />development plan that would be a part of the final PUD approval. The <br />Planner suggested that Mr. Johnson should have no problem with making <br />the improvements necessary for Drywall Supply to occupy Lot 3, those <br />including utilities, grading, drainage, paving, and landscaping. <br />Knudsen recommended approval of the Preliminary Plat for Drywall <br />Supply, Development Stage PUD approval for Lots Z and 3, Concept <br />Stage PUD approval for Lot 1, and Rezoning of Lot 3 from Business- <br />Warehouse (B-W) to Light-Industrial (I-I) subject to compliance with the <br />recommendations of the City Planner and the City Engineer, with the City <br />Planner to establish a timetable and an interim development plan that will <br />be incorporated into the Development Agreement for this property. <br />Motion seconded by Wojcik <br />Motion carried 7 - 0. <br />REQUEST Kathy Smith appeared before the Commission requesting consideration <br />TO PURCHASE of her interest in purchasing the property on Noel Drive that is owned by <br />NOEL DRIVE the City. She noted that the property is zoned R-l . Smith reviewed her <br />PROPERTY interest in developing this property with a replica of a gristmill house, and <br />noted that she would work closely with the Little Canada Historical <br />Society on the design of the house. <br />Keis asked when Smith would begin construction of the house should the <br />City decide to sell it to her. Smith indicated that because of the planning <br />that would be necessary, construction would not likely start until 2004. <br />Keis asked if Smith was seeking to pay market value for the property. <br />Smith indicated that in her discussions with the Parks & Recreation <br />Commission, there was concern expressed that the house remain a <br />gristmill house. The Commission felt that covenants could be placed on <br />the house to ensure it remained a gristmill house. The Commission also <br />-10- <br />
