MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 2002 <br />Wojcik asked about the parking area designated on the plan at the southern <br />edge of the outdoor storage area. Johnson indicated that Drywall Supply <br />equipment would be stored in that area. There would be driving lanes <br />through the storage area allowing access to this equipment. <br />Keis asked about paving requirements. The City Planner replied that <br />parking areas must be paved. Storage yards can be surfaced in gravel as <br />long as dust is controlled and there is proper drainage. <br />Keis asked when the project would proceed. Johnson indicated that <br />nothing would happen this year. Next year the access roads would be <br />built, sewer would be brought in, and the Drywall Supply office addition <br />would be constructed. <br />Keis again expressed concern about when development would occur. <br />Germanson pointed out that the property is underutilized and Mr. Johnson <br />has the economic motivation to either develop, sell, or lease Lots 1 and 2. <br />Mr. Johnson wants to run his operation from Lot 3. Germanson <br />anticipated there would be a partnership with the City in the development <br />of Lot 1 with the City providing either TIF or economic development <br />funds. He also noted that a lot of people have expressed interest in Lot I. <br />Johnson indicated that it is costing him approximately $20,000 per month <br />to let the Knox building sit empty. <br />Roycraft pointed out that there are a lot of questions and variables with <br />this project. <br />Johnson pointed out that the design of the preliminary plat that is before <br />the Commission this evening is the design that has been suggested by the <br />City. He indicated that if he had the choice, he would pursue a different <br />layout. The Planner indicated that from a staff standpoint this is the <br />preferred layout and reflects generally staff s discussion with Mr. Johnson. <br />Roycraft pointed out that this is an area that could be developed. <br />However, the City has had to put up with an unattractive property long <br />enough. Roycraft stated that he would like to be assured that the property <br />will be developed within a reasonable amount of time. <br />Germanson indicated that it is in Johnson's best interests to develop this <br />property. He pointed out that the property has good visibility and image <br />from the freeway and will develop. Germanson stated that there is not <br />much land available. <br />-9- <br />
