MINUTES <br />CITY COUNCIL <br />JANUARY 11, 2016 <br />have to be removed during demolition. The City Administrator reviewed <br />his report showing that he had obtained five quotes for the hazardous <br />materials abatement for the two houses. He recommended that the <br />Council award the work to JC Environmental & Demolition at a total cost <br />of $3,600 pursuant to the Request for Quotations. Torkelson clarified that <br />this quote was only for abatement costs and not the demolition of the <br />homes. The City Administrator stated that was correct. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2016-1-16 — AWARDING THE QUOTE OF JC <br />ENVIRONMENTAL & DEMOLITION IN THE AMOUNT OF $3,600 <br />FOR HAZARDOUS MA TERIALS ABA TEMENT AT 30 LITTLE <br />CANADA ROAD AND 331 LITTLE CANADA ROAD. <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />METROPOLITAN The City Administrator reviewed his staff report noting that starting with <br />COUNCIL the "Unweave the Weave" project in 2005, the Metropolitan Council has <br />SEWER been turning back some of its old interceptors which no longer convey <br />INTERCEPTOR regional sewage. The City Administrator stated that the Metropolitan <br />TURN BACK Council mistakenly conveyed two easements that should have remained in <br />EASEMENT their possession, and they have submitted a quit claim deed for the city to <br />ISSUES sign which should solve the issues. <br />The City Administrator reviewed the three parcels that are involved: <br />Parcel 1 runs east and west just north of the old public works shop on <br />Country Drive. This is the location of the new interceptor that was <br />installed during Unweave the Weave and remains in the possession of the <br />Metropolitan Council; Parcel 7 continues east and west from the Parcel 1 <br />easement and ties into the manhole where the city's sewer line dumps into <br />the Metropolitan Council interceptor. The Metropolitan Council still <br />needs access to that manhole so they maintain an easement over it; and <br />Parcel 13 is just north of the railroad tracks and south of the Aquarius <br />Water building on Country Drive. The Metropolitan Council originally <br />conveyed the easements for the entire interceptor that crossed I-694. This <br />interceptor was taken out of service during Unweave the Weave. The city <br />has a sewer main that runs from Country Drive east to a manhole on the <br />Aquarius Water property, the line then turns at the manhole and heads <br />south toward the old public works building. The City needs to retain an <br />easement over the portion of the property where it has a sewer main and <br />
