MINUTES <br />CITY COUNCIL WORKSHOP <br />FEBRUARY 10, 2016 <br />predators can reside within the community after dealing with a predator <br />being released from prison and planning to move to their city. He noted <br />other cities have also enacted regulations dealing with this topic, and he <br />had prepared an ordinance for Taylors Falls that was adopted a few years <br />ago. He explained that this is being brought to the Council now because <br />the state is under pressure to release hundreds of sexual predators from <br />confinement in treatment centers, and they will all need somewhere to <br />live. The City Attorney stated essentially this type of ordinance would <br />prohibit residency by certain sexual predators within a specific distance of <br />schools, daycares, parks or playgrounds. He explained the controversy <br />with these ordinances is that it makes it very difficult for these offenders <br />to find places to live after they are released. The City Attorney noted that <br />Minnesota state law requires law enforcement to give neighborhood <br />notification when a level 3 sexual predator is moving in to the area. He <br />explained that cities need to use rational reasoning when creating these <br />ordinances and determining radiuses. He noted that a radius of up to <br />2,000 feet could be considered reasonable, and that various radius <br />distances could be used for different types of locations. The City Attorney <br />explained that the distances were measured as a straight line from property <br />line to property line. He noted that maps would be created to show the <br />determined radius area around each specific property. <br />The City Council discussed how the radiuses could be shown and what the <br />amounts should be. The City Administrator stated staff could create some <br />radius maps to show the Council examples of distances and how much of <br />the city would be excluded by using a 500 foot radius around school bus <br />stops and 1,500 feet from churches, schools and daycares. McGraw asked <br />what distances are in the city code for liquor and adult entertainment <br />locations. The Council agreed that staff should continue to research <br />creating an ordinance to limit where convicted sexual predators can live. <br />FINANCE — The City Administrator stated that Councilmember Torkelson had asked <br />REVENUE about creating a revenue report that makes it easier to understand the <br />REPORTS various revenue sources and what limitations may exist for various <br />expenditures. He noted that staff has put together a spread sheet in an <br />attempt to help Council members better understand the revenue flow. The <br />Finance Director reviewed the spread sheet which showed a list of revenue <br />sources, the uses allowed, and if there are any restrictions. The Council <br />agreed this information was helpful. <br />FINANCIAL The City Administrator stated that a financial policy was enacted in 2006 <br />POLICY and staff now feels there are a few areas that should be amended.
