He explained that this percentage impact is large, <br />but it impacts only about 20 percent of the single family accounts. <br />The City Administrator stated this is a policy question for the Council; <br />should the City keep the rates all the same, or lower the minimum to make <br />it more equitable for the lower uses, but increases costs for high users. He <br />noted that there are also two changes recommended for accounts where <br />the City does not know what the actual water usage is. He stated the <br />changes are to keep the minimum charge at $50 for sewer only accounts, <br />and for accounts that are connected to municipal water but the City does <br />not receive meter readings for, the minimum be increased to $55. <br />Keis asked if the large increases could be done in steps over two years. <br />The City Administrator stated he didn't know how phasing could be done, <br />and those users formally protected by the minimum have been getting a <br />deal over the last couple of years because of how the rates were structured. <br />Fischer stated that he was at a Ramsey County Local Government meeting <br />and they were stressing how important water conservation and supply <br />issues are now, and there have been suggestions that cities should go to a <br />true consumption fee basis. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2016-3-52 —ACCEPT THE WATER AND SEWER <br />RATES AS PROPOSED B THE CITY ADMINIS TRA TOR IN HIS <br />STAFF REPORT DATED MARCH 4, 2016 AND UPDATE THE FEE <br />SCHEDULE <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />2016 The City Administrator stated that in 2016, the tipping fee used to <br />ORGANIZED calculate the disposal rates in the organized collection contract decreased <br />COLLECTION from $58.22/ton to $58.00/ton. He noted that the collection fee <br />RATE UPDATE component did increase as stated in the contract. He stated that this is the <br />last year for the five-year contract and negotiations for a new contract will <br />start in the next few months. The City Administrator stated that staff <br />recommended approval of the updated 2016 trash and recycling rates for <br />Attachment A of the Organized Collection Contract and the City Fee <br />Schedule. <br />5 <br />
