MINUTES <br />CITY COUNCIL <br />MARCH 23, 2016 <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2016-3-60 —APPROVING THE SUBDIVISION <br />OF 2600 SPR UCE STREET WITH THE CONDITIONS <br />RECOMMENDED BY THE CITY PLANNER AND PLANNING <br />COMMISSION WITHANAMENDED CONDITION TO REQUIRE <br />ALL STRUCTURES ON THE PROPERTY DEMOLISHED WITHIN 2 <br />MONTHS OF THE DATE OFAPPROVAL. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />PUBLIC <br />Mayor Keis opened the Public Hearing to consider a request for a <br />HEARING — <br />Conditional Use Permit for an oversize attached garage at 2950 Thunder <br />CONDITIONAL <br />Bay Court. <br />USE PERMIT FOR <br />AN OVERSIZE <br />The City Planner reported that Michael and Oliva Wilsey are requesting <br />ATTACHED <br />approval of a Conditional Use Permit to allow the construction of a garage <br />GARAGE AT 2950 <br />that would be approximately 1,274 square feet at 2950 Thunder Bay <br />THUNDER BAY <br />Court. He explained that a Conditional Use Permit is needed for garages <br />COURT <br />over 1,000 square feet and up to 1,500 square feet. He stated that the <br />(MICHAEL & <br />garage will be three cars wide and the additional space is in the rear, so it <br />OLIVIA WILSEY) <br />will appear to be a typical garage from the street. The City Planner stated <br />that a Conditional Use Permit review looks at how the structure will fit on <br />the lot. He explained that this is an attached garage that will fit in on the <br />deeper lot and meets all setback requirements. He stated the applicants <br />want the larger garage for additional storage. He noted that a neighbor <br />attended the Planning Commission meeting to express concern about the <br />size of the large garage structures in general compared to the size of the <br />existing homes in the neighborhood. <br />The City Planner stated that the Planning Commission recommended <br />approval with the following conditions: <br />1. No business activities shall occur within the structure, subject to other <br />zoning permits or processing. <br />2. The curb -cut access shall be 24 feet or less in width. <br />Olivia Wilsey, future owner of 2950 Thunder Bay Court, stated it will <br />look like a regular three car garage. She noted her garage will face the <br />neighboring garage, which is also oversize, so hopefully they won't be too <br />much of an eyesore for the neighborhood. Montour noted that the Zoning <br />Code does not allow any other accessory structures on a property with an <br />
