4 <br /> <br />6. Vehicular access points shall be limited, shall create a minimum of conflict with <br />through traffic movements, shall comply with Sec tion 903.050 of this Ordinance <br />and shall be subject to the approval of the City Engineer. Such access points shall <br />be located as far from intersections with major roadways as possible. <br />7. All lighting shall be hooded and so directed that the light source is not visible <br />from the public right -of-way or from an abutting residence and shall be in <br />compliance with Section 903.020.I of this Ordinance. <br />8. The entire area shall have a drainage system which is subject to the approval of <br />the City Engineer. <br />9. The entire area other than occupied by buildings or structures or plantings shall be <br />surfaced with a material which will control dust and drainage and which is subject <br />to the approval of the City Engineer. <br />10. All signing and information or visual communicatio n devices shall be in <br />compliance with Section 903.110 of this Ordinance. <br />11. The provisions of Section 921.010.C of this Ordinance are considered and <br />satisfactorily met. <br /> <br />The general review standard for Conditional Use Permits is that such uses are presumed to <br />be allowed, provided that reasonable conditions necessary to mitigate specific negative <br />impacts are adequately addressed. The applicant’s proposal includes the following elements: <br /> <br />1. General Traffic Flow. The traffic would flow into the site from the north access point on <br />Rice Street along the north side of the Valvoline Instant Oil Change. The traffic lane <br />jogs to the south at the rear corner of the Valvoline building to avoid a fence and <br />retaining wall. That jog was required at the time of original site development to provide <br />a specific buffer from the single family home to the north of this property boundary. <br /> <br />a. Traffic to the drive -through would continue along a newly installed median to the <br />rear of the site, where it would loop around clockwise, and enter the drive-through <br />lane adjacent to the building wall, defined by the new median. <br /> <br />b. An order board would be place at the northeast corner of the building. Waiting <br />traffic would stack in the entrance drive “loop” before advancing to the order board. <br /> <br />c. Drive-through vehicles would advance along the north wall of the building to the <br />pick-up window. Between one car stopped at the window and a car stopped at the <br />order board, the site plans show a stacking lane of two additional vehicles waiting. <br /> <br />d. At the rear of the parking lot, several stacked vehicles would potentially interfere <br />with any traffic traveling through the rear portions of the site, although it is expected <br />that traffic in this area is minimal, since retail access is from the other (west) side of <br />the building. <br /> <br />e. After picking up an order, traffic would exit the window location and have to veer to <br />the north around the Valvoline building. At this point, there is a crossing of exiting <br />traffic and in-bound traffic to the drive-through stacking area. <br /> <br /> <br /> <br />
