MINUTES <br />CITY COUNCIL <br />JULY 27, 2016 <br />2. The applicant will be required to obtain all required State license(s) for <br />such facilities demonstrating compliance with applicable state and <br />local codes. <br />3. The applicant and/or property owner submits a revised parking plan <br />that shows an allocation of five (5) additional "proof of parking" <br />spaces which could be used by this tenant should they reach their <br />maximum number of clients served. <br />4. The proposed facility will not create parking and use demands on the <br />building or site that are equal to, or greater than, the designed capacity <br />of the property. <br />5. The applicant will follow the State licensing requirements through the <br />Minnesota Department of Human Services on the ratio required for the <br />number of employees to adults served, but in no event shall that ratio <br />exceed eight adults to one employee to eight adults (8:1). <br />Applicants, Zack Lee and Pay Soung, stated that they want to open a new <br />adult day services business at 80 Little Canada Road. Mr. Lee stated that <br />they will be open to any ethnicity and offer a large variety of activities and <br />services for adults that qualify. Keis asked who monitors the staff to client <br />ratio. Mr. Lee stated that the State Department of Health inspects their <br />facility, and monitors the ratio. Fischer asked if any clients would be <br />outside since he noticed that another building tenant stores chemicals <br />outside. Mr. Lee stated that any outside activities would be held offsite. <br />Ms. Soung stated they do not let the clients wander alone, and they have <br />very strict rules to follow for locking up all of the products they have. The <br />City Planner stated that City Staff will monitor the site for parking issues, <br />and would address adding more spaces if needed. Ms. Soung stated they <br />will have some vans parked onsite because they provide transportation for <br />their clients. Montour asked Staff to look into how many vehicles can be <br />stored on the site since other tenants have vehicles also. <br />Upon motion by Montour, seconded by McGraw, the public hearing was <br />closed. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION 2016-7-125 -APPROVINGA PLANNED UNIT <br />DE VELOPMENT AMENDMENT TO ALLO WAN AD UL T DA YCARE <br />AT 80 LITTLE CANADA ROAD EAST, SUITE 1, WITH THE <br />CONDITIONS STATED IN THE STAFF REPORT, PL US THE <br />CONDITION THAT STAFF REVIEWS HOW MANY VANS CAN BE <br />PARKED OVERNIGHT. <br />The foregoing resolution was duly seconded by Fischer. <br />Aye (5). <br />Nays (0).
