MINUTES <br />CITY COUNCIL <br />JULY 27, 2016 <br />CONSENT Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOL UTION NO. 2016-7-126 —APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS <br />*CALL FORA WORKSHOP ONA UGUST 24, 2016 AT 6: 00PM FOR <br />A JOINT DISCUSSION WITH THE PARKS & RECREATION <br />COMMISSIONABOUT THEIR VISION/MISSION STATEMENT <br />AND PARKS & RECREATION DIRECTOR STAFFING PLAN <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />FINAL PLANNED <br />The City Planner stated that Hearth Development has submitted a request <br />UNIT <br />for a final stage Planned Unit Development to redevelop the property at <br />DEVELOPMENT <br />3338 Rice Street for a new Taco John's restaurant, along with additional <br />REVIEW FOR <br />space for a Subway restaurant. He stated that the project would include <br />3338 RICE <br />the removal of the existing building and construction of a new building on <br />STREET, <br />a new parcel made of the existing Taco John's lot, along with additional <br />REDEVELOP- <br />land that was an outlot from the Cardigan Ridge plat. He explained that <br />MENT OF THE <br />the City Council approved the Preliminary Plat and Development stage <br />TACO JOHN'S <br />PUD earlier this year with a series of conditions necessary to address as a <br />RESTAURANT <br />part of a Final State PUD review. <br />The City Planner stated that the applicant has submitted an updated plan <br />that appears to have addressed the requirements of the Development Stage <br />review, although the City Engineer has submitted a memo with several <br />issues that need to be addressed. The City Planner stated that the site plan <br />shows 30 total parking spaces, and the applicant indicates that overflow <br />parking would be available on the Cardigan Ridge site which has excess <br />parking available. He noted that Taco John's requires 13 parking spaces, <br />in addition to the drive-through, resulting in 17 additional spaces on the <br />site for the second tenant. He explained that this amount should serve the <br />site. He stated that signage plans can be submitted under the regular code <br />allowances as long as the applicant will meet the signage code <br />requirements. He noted that the final landscaping and lighting plans <br />submitted are consistent with zoning ordinance requirements. The City <br />Planner stated that Staff recommends approval of the Final PUD with the <br />following conditions: <br />1. Recording of a cross -parking agreement with Cardigan Ridge for <br />overflow parking when necessary. <br />
