MINUTES <br />CITY COUNCIL <br />AUGUST 24, 2016 <br />PUBLIC Keis stated that applicant Neal Anderson, has requested the hearing again <br />HEARING — be postponed until the September 28, 2016 City Council meeting. Keis <br />CONDITIONAL stated the public hearing will be re -opened and continued. <br />USE PERMIT FOR McGraw introduced the following resolution and moved its adoption: <br />A RESTAURANT <br />DRIVE-THRU AT RESOLUTION 2016-8-135 - RE -OPENING THE PUBLIC HEARING <br />THE RICE AT C FORA CONDITIONAL USE PERMIT REQUEST AT 2680-2688 RICE <br />CENTER, STREET AND CONTINUING UNTIL THE SEPTEMBER 28, 2016 <br />2680-2688 RICE CITY COUNCIL MEETING. <br />STREET <br />The foregoing resolution was duly seconded by Keis. <br />Aye (4). <br />Nays (0). Resolution declared adopted. <br />PUBLIC The Associate Planner reported that Bob Haselman, owner of Everest <br />HEARING - TEXT Emergency Vehicles, has requested a text amendment to allow Motor <br />AMENDMENT TO Vehicle Sales and Motor Vehicle Repair Minor as a Conditional Use within <br />ADD <br />the I -P zoning district. She stated they are also seeking a Conditional Use <br />EMERGENCY <br />Permit for outdoor storage within the rear yard at 8 South Owasso <br />VEHICLE SALE/ <br />Boulevard. She explained that this parcel and all adjacent parcels are <br />STORAGE LOT <br />zoned I -P, Industrial park. The Associate Planner stated that Everest <br />WITH <br />Emergency Vehicles sells and outfits emergency vehicles for government <br />ANCILLARY <br />and nonprofit agencies. She explained that they sell new and used <br />OUTFITTING <br />emergency vehicles only, and primarily ambulances. She stated that the <br />SERVICES TO <br />applicant has stated that they do not handle any other type of vehicle sales, <br />THE I -P <br />but due to the State Dealer Licensing language, they must have a motor <br />DISTRICT & A <br />vehicle sales license. <br />CONDITIONAL <br />USE PERMIT — The Associate Planner explained that in addition to the sales portion of <br />FOR <br />their business, Everest also outfits emergency vehicles with the specialized <br />EMERGENCY <br />equipment that is needed for the vehicles to be ready for 9-1-1 services. <br />VEHICLE <br />She stated that the repair work they perform consists of interior <br />SALE/STORAGE <br />reconfiguration, installation of radios, computers, mobile display terminals, <br />LOT WITH <br />and similar equipment, and wiring. The Associate Planner noted that City <br />ANICLLARY <br />Staff toured the applicant's current location in St. Paul, and did not observe <br />SERVICES; <br />any repairing of parts, body work or engine work being done, and there <br />8 SOUTH <br />were no tools that would allow actual vehicle repair, only equipment for the <br />OWASSO BLVD, <br />installation and repair of the specialized emergency vehicle equipment. <br />EVEREST <br />EMERGENCY <br />The Associate Planner explained that the applicant has requested a text <br />VEHICLES, BOB <br />amendment to the zoning code that would allow for emergency vehicle <br />HASELMAN <br />sales and repair, which is not currently permitted in the I -P zoning district. <br />She stated that besides the text amendment request, the applicant is also <br />seeking approval of a conditional use permit that would allow for outdoor <br />storage of up to 12 emergency vehicles in the rear of the property.
