MINUTES <br />CITY COUNCIL <br />AUGUST 24, 2016 <br />PUBLIC HEARING <br />-CONCEPT <br />TOWNHOME <br />PLANNED UNIT <br />DEVELOPMENT <br />AT 2736 & 2744 <br />RICE STREET; <br />CASH FOR <br />HOUSES, LLC, <br />TODD FRANZEN <br />EAST SUBJECT TO THE RECOMMENDATIONS OF THE FIRE <br />MARSHALL AND THE CONDITIONS STATED IN THE STAFF <br />REPORT. <br />The foregoing resolution was duly seconded by McGraw. <br />Aye (4). <br />Nays (0). Resolution declared adopted. <br />The City Planner stated that this request is to redevelop two former single <br />family parcels along Rice Street into a townhouse Planned Unit <br />Development. He stated the parcels adjoin both residential and commercial <br />zoned properties, with single family properties on the south side. He <br />explained that there is a townhome development called The Villas adjacent <br />on the north which has similar density to this proposed project. The City <br />Planned stated the purpose of a concept Planned Unit Development is to <br />provide feedback to the developer and identify issues. He stated that the <br />issues that should be addressed include the limited spacing between the <br />north and south side building because it does not leave enough driveway <br />and roadway space; the rear yard setback is only 10 feet and should be <br />much larger, especially on the south side that is adjacent to single family <br />homes; and the level of green space is shown at 477 square feet per unit <br />and should be increased to a minimum of 500 square feet per unit, not <br />including the pond area. <br />The City Planner explained the Planning Commission reviewed this <br />proposal at the concept level to deal with any issues and give suggestions. <br />He noted the Planning Commission had the opportunity to hear from the <br />neighbors who have mixed feelings, and building size and design were a <br />primary concern. He stated residential use is reasonable for this site, and <br />the applicants have stated they are reworking their plans to address the <br />concerns. McGraw stated he heard the neighbors were concerned about the <br />loss of trees, building size and density. <br />Todd Franzen, Cash for Houses, LLC, stated they are close to a new site <br />plan and should have a full set of plans for the next Planning Commission <br />meeting. He noted they have reduced the number of units to 14, and he <br />would like to save existing trees, but will have to see what happens with the <br />grading. He explained that the north side will need to be cut down to level <br />the site, and a retaining wall built because of the grade differences from <br />Rice Street and the Villas site. He stated the units will be sold for at least <br />$250,000, and the Home Owner's Association bylaws will not allow <br />rentals. Mr. Franzen explained he intends to use high quality exterior <br />materials, but noted that this site is smaller than the Villas so he is more <br />limited with design and spacing.
