MINUTES <br />CITY COUNCIL <br />AUGUST 24, 2016 <br />The City Planner stated the applicant has asked for a second variance in the <br />rear corner of the building for the addition of a new breakroom. He stated <br />that it is difficult to find the practical difficulty in this case, since <br />breakrooms can be located anywhere in the building, and there are other <br />areas available. He stated that Staff recommends approval of the work area <br />expansion variance, but not the variance for the breakroom addition. <br />The City Planner stated the Planning Commission unanimously <br />recommended approval of the building expansion setback, and voted 5 to 1 <br />to recommend approval of the breakroom setback variance. <br />Pat Domeier, branch manager for Lapham-Hickey, stated the new <br />breakroom was specifically placed mid -building for better employee <br />access. He explained the manufacturing expansion variance is needed <br />because of the interior configuration of the crane system that runs the <br />length of the building, and the breakroom addition variance is needed for <br />safety issues inside. He noted they want to save the larger open building <br />and land areas for future expansion. Fischer stated he understands the <br />safety concerns for the breakroom location, and is agreeable to this <br />variance especially since the adjacent property owner is in favor. McGraw <br />clarified that there is enough parking and plenty of open space if additional <br />parking is needed. <br />There were no other comments from the general public on this matter. <br />Upon motion by Keis, seconded by McGraw, the public hearing was <br />closed. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION 2016-8-138 -APPROVING TWO REDUCED <br />BUILDING SETBACK VARIANCES FOR LAPHAM-HICKEY STEEL <br />AT 3250 SPRUCE STREET AS DESCRIBED AND SUBJECT TO THE <br />CONDITIONS STATED IN THE STAFF REPORT. <br />The foregoing resolution was duly seconded by Fischer. <br />Aye (4). <br />Nays (0). Resolution declared adopted. <br />RESIDENT Renee Schott, stated she is interested in purchasing a secluded five acre <br />REQUEST: residential property in Little Canada where she would move to, but is <br />AMEND CITY asking for a City Code text amendment to allow chickens. She explained <br />CODE TO that she is a veterinarian, and has 12 chickens that she has rescued from to <br />ALLOW neglect, abuse or stray situations. She noted that she does not support the <br />CHICKENS ON Council allowing chickens in general, and is asking for the code <br />LARGE <br />PROPERTIES 6 <br />
