MINUTES <br />CITY COUNCIL WORKSHOP <br />AUGUST 24, 2016 <br />DISCUSS <br />Councilmember Fischer stated with the pending retirement of the Parks <br />FUTURE <br />and Recreation Director, there has been discussion about the future of this <br />PARKS & <br />position, and whether it should be full-time or part-time. Horwath stated <br />RECREATION <br />the challenge is deciding what the real department need is as far as the <br />DEPARTMENT <br />amount of staff hours. <br />STAFFING <br />The Parks & Rec Director stated that since he is now part-time, some <br />things are not getting done. McGinnity stated that between the three Parks <br />& Recreation employees the office is being staffed full time during the <br />day. Horwath asked if a part-time Parks & Recreation Director is enough <br />long term to meet the City's park and recreation goals. The Parks & <br />Recreation Director stated there isn't time to do more than the minimum <br />when he is working part-time. Fischer stated the daily needs are being <br />done, but the vision goals will probably not be met. McGraw asked what <br />the staffing needs are for the department. Horwath stated based on his <br />professional experience in parks and recreation, there is a need for a full- <br />time person. Keis asked if the department needs a full-time person or just <br />need to be staffed full-time. He questioned if it could be a position that <br />has additional duties. The Parks & Recreation Director stated there is a <br />real need for someone to be the leader in the department. Darling stated <br />she sees that the position needs to be fully invested in the community and <br />with their peers in other communities. McGraw stated that he wants City <br />Staff to decide what the City really needs in this position. Fischer asked <br />the Parks & Recreation Commissioners what are the top duties and <br />personal attributes that are most important to this job. Miller stated <br />someone who has had experience working under a director and is ready to <br />be a leader. Keis stated high-energy and a quick learner. Chu stated it is <br />important for the person to be engaged in the community. Fischer asked <br />what parks and recreation skills a person should have. Chu stated they <br />have to understand how to build networks and community engagement, <br />leadership skills, and how to implement programs. Horwath stated that <br />understanding staffing and hiring the right people, human resource <br />experience, contract skills, and conflict management. Miller stated it is <br />important to have experience with some sort of parks and recreation <br />programming, resourcefulness, and the ability to develop programs. <br />The City Administrator stated City Staff will work on modifying the <br />existing job description and bring it back for review. Keis asked what the <br />Commission feels about it being full-time. Horwath stated the person <br />should be accessible all day, even if they have other duties. Miller stated <br />he would like to see the person be primarily focused on parks and <br />recreation, but is open to the position having other duties. There was <br />consensus with the City Council and Parks & Recreation Commissioners <br />that the position could have shared duties, but the person needs to be <br />primarily focused on parks and recreation. <br />2 <br />
